본 연구에서는 인간의 지식, 태도, 규범 인식 등을 변화시킴으로써 인간행동 변화를 유도하는 커뮤니케이션 캠페인 연구를 경찰행정학 분야에서 널리 사용되는 상황적 범죄예방 이론에 접목하였다. 커뮤니케이션 캠페인 연구와 상황적 범죄예방 이론의 접목가능성을 실증하기 위해 경기남부경찰청 관할 7개 지역에 ‘CCTV 설치알림판’ 부착 전·후로 해당 지역 거주민의 치안환경 인식이 어떻게 변화하였는지 살펴보았다. CCTV 설치지역의 지역 통계치와 CCTV 설치알림판 부착 전·후 2차례 실시한 설문조사 자료를 통합한 데이터 분석결과, CCTV 설치알림판 부착 후 설치알림판을 인식한 거주민에게서 CCTV 설치현황 인식, CCTV의 치안효과, CCTV 추가설치 필요성 인식, CCTV의 적법한 사용, CCTV 관련 긍정적 태도가 모두 증가하여, CCTV의 범죄예방효과에 대한 긍정적 인식이 강화된 것으로 나타났다. 또한 CCTV 설치알림판 부착이후 설치알림판 인식여부와 상관없이 집단효능감, 지역경찰에 대한 신뢰, 체감안전도 등이 모두 상승하여, 치안환경 인식이 개선된 것으로 나타났다. 본 연구에서는 연구결과를 토대로 객관적 치안환경을 개선하는 것과 함께 일반시민의 주관적 치안환경 인식을 개선할 수 있는 홍보업무가 경찰행정업무의 필수불가결한 요소임을 논의하였다.
This study aims to integrate ‘communication campaign research’ into ‘situational crime prevention theory,’ by examining how residents’ perceived public safety changes after displaying CCTV sign showing CCTV camera works in the designated area. Using data merging local statistics and survey responses before/after displaying CCTV sign, we showed two sets of findings, after CCTV sign was displayed. First, the perceived number of CCTV cameras, belief in CCTV’s crime prevention effect, demand for more CCTV, positive attitude towards CCTV’s function, and trust in the proper use of CCTV were increased among residents recognizing the display of the CCTV sign. Second, collective efficacy, trust in the local police, and safety perception were increased among residents regardless of their recognition of the CCTV sign. To sum, communication campaign improves residents’ public safety perception substantially. Based on findings, we suggest the police’s active public relation facilitate ordinary citizens’ subjective perception of public safety.
