본 연구에서는 미군의 아시아-태평양 전초기지로서 괌의 전략 방어 기능 강화가 역내 갈등과 어떤 지정학적 관계 속에서 진행되고 있는지, 그리고 미국 정부의 괌에 대한 통치성은 생명정치 측면에서 어떻게 나타나고 있는지 고찰하였다. 아시아-태평양 지역에서 중국의 영향력 확대와 지역분쟁에 따른 군사적 충돌을 우려한 미국은 동맹국과의 안보협의체 구성, 대규모 연합군사훈련실시, 공해 통행 등으로 대응하고 있다. 이는 하드파워에 기반하여 미국의 패권을 공고히 하기 위한 것으로서 무력 중심의 대응은 아시아 우방국과 괌 주둔 병력을 기반으로 하며, 괌은 전초기지로서의 기능이 강화될수록 군사적 공격의 대상이 되어 주민들을 치명적 위험에 노출시키는 네크로폴리틱스의 공간으로 전환될 수 있다. 괌 주민들은 미국 본토와는 다른 제한적인 시민권이 부여되어 미국의 시민이지만 대통령 선거권이 없는 차별적인 지위를 유지하고 있다. 한편 내치를 위한 미국 정부의 조절권력의 발휘는 괌 인구의 안정적인 유지를 위한 재정적, 행정적 지원 정책으로 나타난다. 요컨대 괌은 미국의 불완전한 영토로서 패권 유지와 인구 관리를 위한 생명지정학과 네크로폴리틱스가 동시에 적용되어 그 종속성이 영속화되고 있음을 알 수 있다.
This study delves into the role of Guam's strategic defense buildup as an extension of the U.S. military presence in the Asia-Pacific region, contextualized within the complexities of regional conflicts and geopolitical dynamics. Motivated by concerns over China's expanding influence in the Asia-Pacific region and the potential for military conflicts stemming from regional disputes, the United States is responding through various measures. These include the establishment of security coalitions with allies, bolstering military capabilities, conducting large-scale joint military exercises, and sailing in international waters. These efforts aim to reinforce U.S. hegemony through the exertion of hard power, with a focus on leveraging Asian allies and military assets stationed in Guam. As Guam's significance as a strategic outpost grows, it becomes increasingly susceptible to military aggression, thereby evolving into a locus of necropolitical dynamics characterized by heightened vulnerability to security risks. The limitations imposed on the citizenship rights of Guam residents stem from the discriminatory treatment inherent in the U.S.'s incomplete incorporation of the territory. Despite being a U.S. territory, Guam finds itself subject to simultaneous applications of biopolitical strategies for population management and necropolitical tactics aimed at maintaining hegemonic control. These parallel dynamics perpetuate Guam's state of dependence on external powers.
