국토의 균형발전과 국민의 기본적인 삶을 영위하는 데 필수적인 기초생활인프라는 지역별 시설 수요와 생활 여건에 부합하는 정책 지원이 요구된다. 하지만 개별 지역의 생활서비스 수요를 정확히 파악하고 취약한 영역을 점검할 수 있는 객관적 근거와 정량적 자료는 부족한 실정이다. 특히 지역별 낙후된 정도나 쇠퇴 수준을 나타내는 진단 지표는 특정 시점 및 관심 영역에 한정되고, 시설의 과부족을 파악하는 수준에 그치고 있다. 이에 본 연구는 정부가 지정한 인구감소지역을 중심으로 기초생활인프라 취약성을 진단하고, 일정 기간에 걸쳐 개선된 생활서비스 수준을 정량적으로 평가하였다. 이를 바탕으로 기능시설 구분에 따른 개선도 변화를 유형화하고, 인구감소지역과 비인구감소지역 간의 유형별 특성을 비교 분석하였다. 연구 결과는 지방소멸 대응과 낙후지역 활성화, 기초생활서비스 강화 및 사각지대 해소를 위한 지역 정책 수립에 활용될 것으로 기대한다.
Basic living infrastructure is essential for the balanced national land development and the basic life of the people. It requires policy support tailored to local facility needs and living conditions. However, there is a lack of objective evidence and quantitative data to accurately identify the demand for living services in specific regions and assess vulnerable areas. Particularly, diagnostic indicators showing the degree of regional deprivation or decline are limited to specific temporal points and areas of interest. Moreover, they only capture the excess and deficiency of facilities. Therefore, this study diagnosed the vulnerability of basic living infrastructure centered on depopulated areas designated by the government and quantitatively evaluated the level of living services improved over a period of time. Based on this, this study classified the changes in the level of improvement by functional facility classification and compared and analyzed the characteristics of each class between depopulation areas and non-depopulation areas. The results of the study are expected to be useful for establishing local policies to counter local extinction, revitalizing underdeveloped areas, strengthening basic living services, and eliminating blind spots.
