연구배경: 코로나19 팬데믹이라는 유래 없는 상황에서 치러진 20대 대통령선거는 공직선거법 개정에 따라 당시 격리 중이었던 확진자들도 투표에 참여할 수 있었다는 점에서 그 의의가 크다. 그러나 사전투표일 확진유권자들 사이에서 투표절차에 대한 항의가 빗발쳤고 투표를 거부하는 소요가 나타나기도 했다. 본 연구는 이러한 사건의 발생이 중앙선거관리위원회가 마련한 투표관리가이드라인의 결함에 기인하였다고 판단하고, 서비스디자인 사례로서 그것의 문제와 함의를 분석하고자 한다.
연구방법: 정치학과 디자인의 융합가능성을 모색해온 선행연구의 연속선상에서 본 연구는 20대 대통령선거의 사건을 서비스디자인의 틀로 접근하여 사례분석을 수행한다. 이는 투표관리를 단순히 정치제도로서만이 아니라 하나의 서비스디자인 사례로서 평가하려는 것으로, 분석의 초점을 확진자가 투표라는 여정에서 겪게 되는 경험에 둔다. 이를 위해 우선 확진자의 투표경험을 구성하는 가장 근본적 요소인 제도적 조건에 관한 문헌을 검토한 후 확진자를 대상으로 심층인터뷰를 진행한다.
연구결과: 문헌분석 결과, 투표관리가이드라인에서 서비스디자인으로서의 적절성과 실효성 측면의 중대한 결함이 발견되었다. 헌법 및 공직선거법에 위배되는 요소가 존재했으며, 지나치게 복잡하게 설계되어 절차가 준수되지 못할 가능성이 컸다. 그리고 심층인터뷰 결과, 확진자의 투표경험에서 이러한 결함의 영향이 여실히 드러났다. 비밀선거권 침해와 부정선거 가능성에 대한 우려가 촉발되었고, 투표 현장은 가이드라인에 따라 순조롭게 관리되지 못했으며, 일부 투표소에서는 절차가 무효화되기도 했다.
결론: 본 연구는 사례분석의 함의와 후속 연구의 방향을 다음과 같이 도출한다. 첫째, 투표관리를 비롯한 선거의 영역에도 서비스디자인의 관점과 방법론이 적용될 필요가 있다. 인간의 심리와 경험에 대한 고려가 정치제도의 설계에서도 중요하기 때문이다. 둘째, 감염병 환자 등 다양한 유권자의 특성과 조건을 고려하는 투표관리가이드라인이 마련되어야 한다. 이는 좋은 투표경험을 모든 유권자에게 동등하게 보장해주는 서비스디자인 개발의 일환이다. 셋째, 디자인과 정치학 간 융합연구가 다양한 방식과 형태로 모색됨으로써 양자의 연구영역이 더욱 확장되기를 희망한다.
Background: The 20th presidential election held during the unprecedented COVID-19 pandemic was significant due to the amendment to the Public Official Election Act, allowing even confirmed patients who were under isolation at the time to participate in voting. However, on the early voting day, complaints were raised among confirmed voters regarding the voting procedures, and disturbances involving refusals to vote also emerged. This study supposes that such incidents were attributed to deficiencies in the voting management guidelines and aims to analyze its problems and implications as a service design case.
Methods: Building upon prior convergence research of design and political science, this study approaches the incidents mentioned above through the lens of service design, conducting a case analysis. This is to evaluate the voting management not merely as a political institution but also as a service design case, shifting the analysis’s focus to the experiences confirmed voters undergo during their journey of voting. To achieve this, the study initially reviews literature related to the institutional conditions, which are the fundamental elements constituting the voting experiences of confirmed patients. Subsequently, in-depth interviews are conducted with confirmed voters.
Results: The literature analysis revealed significant flaws in the guidelines from the perspectives of appropriateness and effectiveness as a service design. Elements that violated the Constitution and the Public Official Election Act were present, and the procedures were designed to be excessively complex, increasing the likelihood of inadequate compliance. The impact of these deficiencies was revealed in the experience of confirmed voters as a result of in-depth interviews. Concerns regarding the infringement of secret voting rights and the possibility of an unfair election were triggered, and the voting locations struggled to be managed smoothly in accordance with the guidelines. In some polling stations, the procedures were even invalidated.
Conclusion: This study derives the implications and directions for future research from the analysis results. First, a service design perspective should be applied in areas related to elections, including voting management, taking into account human psychology and experiences in political institution design. Second, voting management guidelines should consider the characteristics and conditions of various voters, including infectious disease patients, to ensure a good voting experience for all. Third, research exploring the convergence of design and political science could be pursued in various ways and forms, expanding the research domains of both fields.
