As the low birth rate phenomenon becomes more serious, it is time to review the existing low birth rate policy and analyze the factors causing policy failure.
Accordingly, in this study, systems thinking analysis and social network analysis were used to study low birth rates. Looking at the results of social network analysis, excluding the most central keyword ‘support’, keywords that act as hubs or mediators are changing over time. In particular, in the 4th Basic Plan for Low Birth Rate and Aging Society, ‘education’ and ‘employment’ showed high degree centrality, betweenness centrality, and closeness centrality. Summarizing the results of the social network analysis and the causal map analysis, the 4th Basic Plan showed insufficient policy consideration for housing market stabilization among the three major causal structures for resolving the low birth rate problem. On the other hand, ‘education’ and ‘employment’ were recognized as important in the 4th Basic Plan.
