소방청의 통계자료에서 최근 5년간 소방차가 인명구조에 중요한 “골든타임” 이내에 화재현장에 도착한 비율은 평균 60% 이다. 이는 서울 기준 12m 미만 좁은 폭 길의 높은 비중을 보이는 한국의 복잡한 도로 지형의 구조적인 문제와 더불어 도로에 적재된 합법 혹은 불법 구조물과 주정차의 문제에 기인한다. 소방도로 확보를 위한 노력으로 불법 주정차를 단속하는 여러가지 방법들이 제안되었다. 차선 감지를 이용하는 방법, 주정차 단속 순찰을 도는 방법, cctv 감시방법 등이 존재하지만 차선이 없거나 순찰하기 좁은 길에 대해선 여전히 단속에 어려움이 있다. 본 연구에서는 카메라로 찍은 이면도로 영상에 영상 분할 기법을 이용해 차선 유무에 상관없이 전방 도로 이미지를 분석 추출하여 실 통행가능 도로폭을 추정하여 긴급 출동 시 소방차의 통과가능 여부를 판단하는 방안을 제안한다. 실험결과, 평지 직선 이면도로에 대한 전방 7m 이내 실 도로폭 5.5 m~ 7m에 대한 추정 오차는 5cm 이내, 경사길에 대한 전방 7m 이내 실 도로폭 6 m~ 7m에 대한 추정 오차는 15cm 이내로 실도로폭 대비 1~2% 정도의 오차로 전방 이면 도로폭이 측정되었다. 개인 휴대용 카메라 혹은 카메라 내장 스마트폰 등 일상적으로 사용하는 기기를 활용하여 평상시 간단히 전방 이면도로 폭을 자동으로 측정할 수 있는 실용성, 활용성을 장점으로 하는 본 연구를 통해 상시 이면도로 폭 추정 자동화로 긴급한 상황의 빠른 대응 혹은 상시 안전을 위한 소방도로 확보를 도모할 수 있을 것으로 기대한다.
Data from the Korean National Fire Agency reveals that, over the past five years, fire trucks have arrived within the critical "golden time" in only average 60% of instances. The complex road topography of South Korea with a high proportion of narrow roads less than 12m in Seoul, poses significant challenges to the prompt arrival of these fire trucks. Further compounding the issue, a myriad of obstacles, such as legally or illicitly constructed structures, along with improperly parked or stationary vehicles, often obstruct the path of the fire trucks. In an effort to secure fire roads, various methods have been proposed to crack down on illegal parking. There are various ways to control illegal parking, such as how to detect lanes, how to patrol illegal parking, and how to monitor cctv, but there is still difficulty in cracking down on narrow roads without lanes or where it is hard to patrol. This study proposes a method of analyzing front road images taken with cameras regardless of whether there is a lane or not to estimate the actual width of the road that can be passed in case of emergency dispatch. As a result of the experiment, the estimated error of 5.5m to 7m in the flat straight road was within 5cm, and the estimated error of 6m to 7m in the slope road was within 15cm, and the width of the road was measured with an error of 1-2% compared to the actual width. This study has the advantage of practicality and usability to automatically measure the width of the front road using daily devices such as personal portable cameras or smartphones, it will help to quickly respond to urgent situations or secure fire roads for safety at all times.
