This study analyzed the structural relationship between young children's values, beliefs, norms, and climate action based on VBN theory, and suggests the direction to be taken regarding the education for sustainable development(ESD) to promote sustainable climate action. The research model was established based on VBN theory, which suggests that values form beliefs, which become norms and manifest as environmental behavior. To validate the research model, data was collected from 176 children between three and five years of age. The study employed a phantom variable to analyze the hierarchical relationship among latent variables. As a result, norms were found to have the greatest impact on climate action, and these norms were found to be directly influenced by values and beliefs. Additionally, values were found to indirectly influence climate action by mediating beliefs and norms through multiple pathways. The findings suggest that norms can be useful as a short-term strategy for sustainable climate action, while values and beliefs should be supported in medium- to long-term strategies. The results of this study can be utilized for strategic policy development - not only for promoting sustainable climate action, but also for ESD.
