This study is an attempt to explain how Japan conducted economic diplomacy and made a breakthrough in its postwar recovery by connecting between reparations to Asian countries and economic cooperation while strategically embracing its special domestic and international situations faced by it in the 1950s. After the analysis, authors are asserting that it was the policy network connecting from the Council for Asia Economy to the Japan Asian Association that provided the basic plan and implementation mechanism to the backbone of the policy connecting reparation and economic cooperation.
Firstly, inauguration of the Council for Asia Economy was originated from the attempt Prime Minister Yoshida to solve the unsolved reparation issues in the Southeastern Asian regions and to promote economic cooperation while overcoming the current of anti-Japanese sentiment. The Council for Asia Economy adopted the frame that externalized the positive image of Japan with the bilateral operating method within the international framework of the Colombo Plan after presuming that the economic cooperation were to be led by the private sectors in order not to stimulate anti-Japanese sentiment of the international society. The Council integrated reparation and economic cooperation by forming the private-public network and constructed the foundation of economic infrastructure-specific ODA. Secondary, The Council for Asia Economy established the Japan Asian Association which was a private organization for expansive institutionalization of the private-public network. The Council permitted the projects discovered by its members to become the subjects of reparation and economic cooperation, which enabled payment in kinds for providing the services and machinery and plants in the economic infrastructure sectors such as construction of factories, power plants, ports and railways. The Japan Asian Association subsequently played the role of the window for promoting reparation and economic cooperation projects. The promotion of the policy following integration of reparation and economic cooperation formed the origin of the Japanese ODA while creating the attributes such as Asia-centric, tied aid-centric and economic infrastructure centric.
本研究は、1950年代の日本が置かれていた特殊な国内外の状況をどのように戦略的 に受け入れ、東アジア諸国に対する賠償と経済協力を連携して経済外交を展開し、戦 後復興の突破口を開いたかを説明しようというものである。分析の結果、賠償と経済 協力の連携政策の中枢に基本構想と実行メカニズムを提供したのは、アジア経済懇談 会からアジア協会へとつながる政策ネットワークだったと主張する。
まず、アジア経済懇談会の発足は吉田茂首相が東南アジア地域における未解決の賠 償問題を解決して反日感情の流れを打開し、経済協力を推進するという試みから始 まった。アジア経済懇談会は国際社会の反日感情を刺激しないために民間主導による 経済協力を想定しコロンボ․プランという国際的な枠組みの中で双務的な運営方法に より日本の肯定的なイメージを表面化するフレームを採用した。懇談会は官民ネット ワークを形成して賠償と経済協力を一体化し経済インフラ型ODAの基盤を構築した。 二番目にアジア経済懇談会は官民ネットワークの発展的な制度化のために民間団体で あるアジア協会を設立した。懇談会は委員らが発掘した事業が賠償と経済協力の対象 となることを許容しこれは工場、発電所、港湾や鉄道建設などの経済インフラ分野に 対する役務と機械及びプラント提供という現物支給を可能なものとした。これを引き 継ぎアジア協会は賠償と経済協力事業を推進する窓口の役割を果たした。賠償と経済 協力の一体化による政策の推進はアジア中心、拘束性援助中心、経済インフラ中心と いう属性を生み出し日本のODAの原流を形成した。
