This article was written to understand the implications of the sharing and distribution of reclaimed land in islands in the 19th and 20th centuries. The research areas are Anjwado and Dochodo in Sinan-gun, Jeollanam-do. Anjwado is not found in the literature because in pre-modern times, two islands called Anchangdo and Gijwado were integrated due to reclamation and renamed as Anjwado. The Eupdong Port is located in the north of Anjwado, and in front of it is Jeonjineon. Jeonjineon was built, and the 'Apneo-ri-deul(앞너리들)' were created. Originally, the Apneo-ri-deul were made up of individual-tom(개인-똠) made by the islanders themselves. However, in 1948, the so-called 'Mujanyeon flood(무자년 해일)' caused the embankment to collapse, and all personal-owned land was destroyed. In response, the residents of Anjwado restored the embankment through a village community proposal, which was called 'joint-tom (공동-똠)'. When the common word entered a stable period to some extent, the village community again assigned Tom(똠) to the individual. Interestingly, Dongri-dap(동리답) and Undap(언답) are distributed in Jeonjineon. These lands were operated jointly by Eupdong residents, and the generated income was used as a public fund. The people of Anjwado were using embankments, reservoirs, canals, and water gates as shared resources.
Myeonyeongyeomjeon(면영염전) in Dochodo was created with donations from 16 island residents. The purpose of this project was to develop Docho-myeon(도초면) and improve the welfare of island residents. This project was launched in 1950, and the labor force needed for the project was provided by the public labor of island residents. Later, the profits from Myeonyeongyeomjeon were distributed to the construction costs of Docho middle and high school and the operating costs of the Docho branch office.
In the 20th century, island residents were the main agents of welfare improvement for residents in the island areas, replacing the central government. The ultimate goal pursued by the pre-modern island village community could be re-recognized in the land reclamation area's sharing and distribution system
