Autonomous robots have come to coexist in human daily life as a symbiosis due to the rapid spread of the untact culture. As a result, the 'uncontrollability' and 'opaqueness' of AI are also increasing. Accordingly, the trend to specify the legal responsibility of autonomous robots through the enactment of the "Robot Act" is in full swing.
In 1952, Tezuka stipulated the world's first "Robot Act" with punishment rules in "Iron Wand Atom". However, the ‘Robot Act’ in Tezuka’s cartoon is the first law that stipulates that robots have the same freedom and rights as humans by granting them the status of an electronic human rather than recognizing them as regulated objects. Robots are products of human will that are created for human convenience, and Tezuka shows through cartoons that problems caused by robots are ultimately human problems such as robot developers, manufacturers, and users.自律ロボットはアンタクト文化の急激な拡大により,人間の共生者として日常の中で共存することになった。そのことでAIに対する「統制不可能性」と「不透明性」も高まり,各国は自律ロボットによる法的責任を明示する「ロボット法」制定に乗り出している。 早くも1952年,手塚の《鉄腕アトム》においては世界初の処罰規定が入っている「ロボット法」が登場している。しかし,漫画の中「ロボット法」はロボットを規制対象としてのみ認識するのではなく,ロボットに電子的人間の地位を与え,人間と同等の自由と平等な権利を持つ存在として規定した最初の法律であった。ロボットは人間のために作られた人間意志の産物で,ロボットによって起きるトラブルは結局はロボットの開発者,製作者,ユーザーなど人間の問題であるしかないことを手塚は漫画を通じて見せているのである。
