An environmental plan for the children's library located in urban low-rise residential area that reflects children's growth and development and parents' demand for childcare and considers local environmental characteristics is needed. The purpose of this study is to present a plan for the children's library environment plan in terms of childcare support for the improvement of childcare environment in urban low-rise residential areas. The research methods of this study are literature review and survey. The conclusions of this study are as follows. First, it is necessary to selectively apply the nine types of environmental plans proposed in this study in the children's library plan for the creation of a childcare environment. Second, it is necessary to create an integrated safety environment for children's libraries and an adaptive environment that considers the characteristics of children's activities by age. Third, it is necessary to support the activities of infants and toddlers and provide childcare facilities to support children's libraries for local childcare services. Fourth, children's libraries need various types of spaces and facilities to support children's development and ability development. Fifth, it is necessary to actively utilize natural elements for the development of children and the pleasant environment of the children's library. Sixth, the children's library of urban low-rise residential area needs an environmental plan that considers regional characteristics.
