코로나-19와 같은 공공난제는 전통적인 정부 중심의 관료제적 조직과 절차로는 해결이 어렵고 기존의 조직구조와 공-사 부문을 뛰어넘는 민첩하고 높은 수준의 협업을 통해 창의적인 해결을 요구한다. 또한 문제해결 과정에서 종종 민간이 주도하거나 민-관 간 계속적 커뮤니케이션이 요구된다. 본 연구는 최근 민간부문에서 개발되어 공공부문까지 확산되고 있는 애자일-디자인사고의 틀을 통해 어떻게 공공난제와 같은 복잡한 문제해결에 있어서 다양한 참여자 간 협업을 도모하고, 계속되는 시안(試案) 생산과 실험, 피드백을 통해 시민의 요구에 맞는 공공서비스를 제공할 수 있는지 이론적으로 검토하고 실제 적용 가능성을 탐색한다. 특히, 코로나-19와 관련된 사례인 코로나맵 개발, 공적 마스크 공급의 과정 분석을 통해, 어떻게 애자일과 디자인사고가 위기에서 조직 간, 공-사 간 협업을 이루어내는지 분석하였다. 이 과정에서 적극행정과 리더십의 지지는 성공의 핵심적 요소로 작용한다.
Wicked problems such as COVID-19 are difficult to be resolved with traditional bureaucratic organizations in government, as they require agile and creative solutions that go beyond the existing organizational and public-private divisions. Agile and design thinking, which have been developed in the private sector and gradually accepted in the public sector, promote collaboration among various participants (users) in resolving wicked problems, and iterate the process of producing prototypes, conducting experiments and getting feedback to meet the needs of citizens and users of public services. In this study, through case analyses of the problem solving process for COVID-19 in Korea, including ‘Corona Map’ development, ‘Public Mask’ supply, and Disaster Basic Income, this study analyzed how agile and design thinking approaches have successfully achieved inter-organizational and public-private collaboration to produce creative solutions in a timely manner during the crisis. This study found that innovative leadership that encourages collaboration among different participants at different problem-solving stages and alleviate the ‘fear of failure’ among members of organizations.
