재정분권이 미치는 영향에 관한 연구는 정부부문의 효율성을 중심으로 다양한 주제로 수행되고 있으나, 환경에 대한 인식수준의 제고와 환경개선에 대한 정부의 지속적인 노력에도 불구하고 재정분권이 정부의 환경부문 성과에 어떠한 영향을 미치는지에 관한 연구는 극히 최근에 들어서야 수행되기 시작하였으며, 아직까지 국내에서는 관련 연구를 찾아볼 수가 없는 등 그 수도 매우 부족한 실정이다. 이에 본 연구에서는 재정분권화가 온실가스 감축 및 미세먼지 감축과 같은 정부의 환경부문 성과에 있어서도 긍정적인 영향을 미칠 수 있을지에 대한 의문점을 해결하기 위해 실증분석을 시도하였다. 고정효과 모형을 적용한 패널분석 결과, 재정분권과 이산화탄소 배출량 간의 관계에 대해서는 세입분권과 세출분권 모두 이산화탄소 배출량에 통계적으로 유의미한 영향력을 미치지 못한 것으로 나타난 반면, 재정분권과 초미세먼지 배출량 간의 관계에 대해서는 세입분권과 세출분권 모두 초미세먼지 배출량에 통계적으로 유의미한 음(-)의 영향력을 미친 것으로 나타났다. 이와 같은 추정결과의 차이는 각 오염물질의 특성에서 기인한 것으로 이해할 수 있으며, 분석결과를 바탕으로 환경정책과 관련된 시사점을 제시하였다.
Countries worldwide have been promoting decentralization to local governments, and they have specifically emphasized fiscal decentralization as the core method to increase the financial autonomy of local governments and enhance their self-determination rights. However, in reality, a consensus on the impact of decentralization has not been reached in academic societies until today. Therefore, this paper carries out an in-depth study involving an empirical analysis of the outcome of fiscal decentralization, which would have a positive effect on the government's environmental performance, such as greenhouse gas and PM2.5 reduction. This study, which used the fixed effect model, revealed that neither the revenue nor expenditure decentralization did not have a statistically significant effect on carbon dioxide emission. Meanwhile, the relationship between fiscal decentralization and the emission of PM2.5 had a statistically significant negative (-) effect on both the revenue and expenditure decentralization. The difference in effect estimation would vary according to the characteristics of each pollutant, and the implications related to the environmental policy were presented based on the results of analysis.
