본 연구의 목적은 주거복지 전문가를 대상으로 한 심층면접 결과를 바탕으로 Aging in Place의 실현이라는 관점에서 농촌 노인 대상의 주택개보수 사업의 문제점을 분석하고 개선 방안을 도출하고자 한다. 심층면접을 통해 수집된 자료에 대한 주제분석의 주요 결과는 다음과 같다. 먼저 농촌에 거주하는 노인들은 삶의 애환이 깃든 집에 대한 애착이 강하고, 오랫동안 살아온 집에 익숙해져 불편함을 인식하지 못하는 경우가 많았다. 한편 농촌 마을공동체는 오랫동안 함께 살아온 노인을 돌보고 있었지만, 개별 노인이 마을공동체 구성원과 융화된 정도에 따라 마을 보호 체계의 편입 여부가 좌우된다. 이 때 지역사회 리더인 이장이나 통장, 부녀회장의 인식이나 성향에 따라 농촌 노인에 대한 마을공동체의 주거지원과 돌봄의 질이 달라지고 있었다. 농촌 노인에 대한 주택개보수 사업은 공공부문과 민간부문이 다양한 사업을 수행하고 있지만, 한정된 예산으로 인해 적정한 집수리가 어려웠다. 전달체계 측면에서는 사업을 적정하게 수행할 수 있는 시공업체를 발굴하기 어려운 점이 문제점으로 지적되었다. 또한 개보수 범위나 규모를 둘러싸고 이용자인 노인 및 보호자와의 갈등이 종종 발생하며, 노후도가 심각한 주택의 경우 집수리 자체가 불가능하거나 집수리를 하더라도 주거환경이 크게 개선되지 못하는 문제점을 확인하였다.
This study aims to analyze the problems of housing renovation programs for the elderly in rural areas and draw policy suggestions from in-depth interviews with housing experts. Key findings from the thematic analysis are as follows: First, the elderly in rural areas have a strong attachment to their own houses where they have lived for a long time and hardly recognize the inconveniences of these old houses. Second, rural communities take care of the elderly who have lived as their members, but whether the individual elderly person could benefit significantly from the village protection system or not depends on the degree to which he or she has maintained good relationships with the community members. In particular, community leaders in rural villages play a key role in providing care for the elderly. Third, although the public and private sectors carry out various housing renovation programs for the elderly in rural areas, they find it difficult to adequately repair their houses due to budget limitations. In terms of the delivery system, it was difficult to find appropriate home repair companies. In addition, conflicts often occur with the elderly and their guardians over the scope and scale of the renovation. Finally, in the case of houses with serious deterioration, it is almost impossible to properly improve the residential environment through housing renovation programs.
