최근, 우리나라 도시에서 흔히 볼 수 있는 큰 변화 중 하나는PM의 도입이다. 도로 곳곳에 자유롭게 주차되어 있는 전동킥보드는 2018년부터 국내에서 큰 이슈가 되었고, 급격한 사용률의증가 현상을 보였다. 신희철 외(2017)의 연구에 따르면 국내 PM 시장은 2016년 6만 대 수준에서 2022년에는 20만 대 규모로 대폭성장할 것으로 예상하였다. 또한, PM 업계의 규모는 약 2조 원으로 추산되며, 2030년에는 시장규모가 약 26조 원까지 성장할 것이라는 전망을 하였다.
PM과 유사한 개념으로 전동킥보드를 포함한 전기자전거와 초소형 전기자동차 등을 마이크로 모빌리티(Micro Mobility)로 정의하고 있다. 마이크로 모빌리티는 출퇴근 시간에 교통 체증이심한 도심 속에서 짧은 거리 이동에 편의성을 제공한다는 장점이있다. McKenzie(2020)에 따르면 공유 킥보드와 공유자전거와같은 마이크로 모빌리티 서비스의 도입은 많은 도시에서 도시 교통의 실질적인 변화에 기여하고 있다.
다른 한편으로 교통에 대한 미래의 비전으로 “Integrated and seamless mobility(끊김이 없는 통합된 모빌리티 서비스)”가 주목받고 있다. 김수재 외(2018)의 연구에 의하면 통합 모빌리티 서비스는 개인교통수단과 대중교통수단 및 공유교통 서비스를 모두 통합하여 제공하는 서비스로서, 이용자에게 모든 수단을 통합적으로 고려한 연계수단 통행방안과 합리적인 요금을 제시하는것이 핵심이라고 하였다. 이러한 통합 모빌리티 서비스는“Mobility as a Service(이하 MaaS)”로 정의되고 있다. 김민정외(2019)의 연구에 따르면 최근 교통선진국을 중심으로 MaaS라는 공유교통을 기반으로 한 새로운 교통 패러다임의 전환이 이루어지고 있다.
PM은 자가용 자동차를 대체할 수 있는 새로운 교통수단으로서 무공해 연료인 전기동력을 사용하는 초소형·초경량의 교통수단이다(안다은, 2020). First-Mile Mobility(이하 FMM) 또는Last-Mile Mobility(이하 LMM) 이용 수단으로 PM은 출발지로부터 대중교통수단을 이용하기 전과 대중교통수단을 이용한후 최종목적지까지 남은 단거리를 빠르고 편리하게 이동을 가능하게 한다는 장점이 있다. 따라서 이러한 PM은 기존 자동차 중심의 운송 체계가 가지고 있는 단점을 극복할 수 있는 가능성을 가지고 있다. 나아가 PM은 기존 대중교통의 한계로 지적되어온FMM과 LMM 문제를 해결함으로써 대중교통 이용 증진과 서비스 제공의 질적 수준 향상을 도모할 수 있다. 이러한 배경에서 본연구는 FMM과 LMM을 고려한 수요기반 PM 공급 우선지역을도출하는 것을 목적으로 한다. 나아가 PM과 대중교통을 연계한통합형 모빌리티 서비스인 MaaS 체계 구축을 위한 기초자료와정책적 시사점을 제시한다.
The purpose of this study is to identify a priority area for demand-based personal mobility (PM) supply considering first-mile (FM), last-mile (LM), and walking-only mobilities in Seoul, Korea. The main findings of the study are as follows. When combining FM, LM, and walking-only mobilities, PM demand was high in areas where access to major public transportation was relatively scarce and hinterlands possessed naturally occurring narrow roads. It was also high in areas with a university district built on a hinterland, areas where young people passed frequently, and areas with considerable distance between the subway station and university campus. Moreover, PM demand was found to be high in residential areas with mixed land use, where business and commercial areas were concentrated around the subway station, and in areas with high employment. These results suggest that a PM service provider should consider the characteristics of land use, major facilities in the surrounding area, primary PM users, and public transportation infrastructure. This study contributes to the development of public policies for the establishment of the MaaS system, which is an integrated mobility service linking PM and public transportation.
