This study focuses on how the local cities of Joseon during the Japanese colonial period were restructured through tourism, and explored the status, characteristics, and views and representations of Pyongyang and Busan as modern tourist cities. Pyongyang and Busan were tourist hub cities of colonial Joseon, designed by the Japanese Empire as the center of inter-Korean railways. The tourist representation of Pyongyang is the historical sites, parasitic schools, and modern cityscapes around the Daedong River and Moranbong, and Busan is represented by the modern cityscapes, parks, beaches and hot springs around Busan Port and Yongdusan. In the Japanese gaze, the tourist images of Pyongyang were consumed as a place to commemorate the war of the empire, and as a symbol of Joseon women. Busan was consumed as a tourist resort for Japanese leisure activities. The Japanese imperialism tried to strengthen the legitimacy and permanence of colonial rule through 'tourism politics' and 'image politics' which represent and consume Pyongyang and Busan as modern tourism cities of colonial Joseon.
