Through the case of coronavirus cluster originated from Itaewon clubs in Seoul, this study identified the multiple stigmatization and socio-spatial exclusion of minorities in terms of mobility and place identity, stressing the meaning and role of an inclusive city. A network analysis of keywords extracted from newspaper articles regarding Itaewon coronavirus outbreak which occurred in May 2020 was carried out in conjunction with keywords from online comments on the articles. The keywords and adjectives used in the comments showed the public criticism of the entire LGBTQ community rather than an individual as a confirmed case, along with a negative perception of Itaewon. This indicates that the disclosure of travel logs as an act of biopolitics exposes the mobility capital of minorities, and that the negative perception of minorities is extended to places and regions accommodating the spaces appropriated for them. It is suggested that the problems of stigmatization and exclusion of minorities related to infectious diseases can be alleviated by spreading the perspectives of an inclusive city, together with communication strategies focusing on the human rights of minorities and infected persons and expanding awareness of spatial diversity.
