In order to improve the residential environment, an environment for culture and arts education for women and children in small-scale housing improvement project areas is needed. The purpose of this study is to propose a plan to create an environment for culture and arts education for women and children living in small-scale housing improvement project areas. Research methods are literature surveys and surveys. The survey targets 267 women who live in a total of three areas where small-scale housing improvement project areas are underway and have children under the age of 14. The conclusions of this study are as follows: First, the use of ‘literature and art resources’ is necessary to create an environment for women- and children-friendly culture and arts education in small-scale housing improvement project areas. Second, for women and children in small-scale housing improvement project areas, ‘culture and arts education-based community facilities’ should be provided that link local life and culture and arts education. Third, 'cultural arts education program' is needed to respond to the changing community environment for women and children in small-scale housing improvement project areas and to meet the social needs of women and children. To summarize the conclusion, the conclusion is that for women and children in small-scale housing improvement project areas, various cultural and artistic education-related resources should be created organically and physically related to society.
