해양수산부는 2019년, ‘해양수산 스마트화 전략’을 발표하였다. 스마트화 전략은 빅데이터, 사물인터넷(IoT: Internet of Things), 인공지능(AI: Artificial Intelligence) 등 4차 산업혁명 기술을 활용하여 해운산업 체질을 개선하고 미래성장동력을 만들기 위해 수립되었다. 스마트화 전략이 수립됨에 따라 2020년부터 자율운항 기술개발 사업이 시작되었고, 2021년부터 한국형 e-Navigation 서비스가 우리나라 연안해역에 제공되고 있다. 한편 스마트화 전략이 다소 빠르게 추진되다 보니 다양한 문제점들이 발생할 것으로 예상되지만, 아직 예상 문제점을 체계적으로 분석하고 문제점에 대응하는 개선방안을 제시한 연구는 없다. 본 연구는 해운 스마트화 관련 정책들의 성공적 수행을 위한 문제점 발굴 및 이에 대한 개선방안을 도출하고자 하였다. 이를 위해 본 연구는 전문가 집단을 구성하여 2가지(자율운항 기술, 한국형 e-Navigation) 정책에 대한 전문가 인터뷰를 수행하고 문제점과 개선방안을 제시하였다.
As the strategy for smartening shipping and logistics has been established, policies for smartening shipping and logistics have been established and have actually been implemented since 2020. In particular, Korea's shipping and logistics policy authorities are pushing for various smartization policies based on the development of autonomous ship technology and the Korean e-Navigation policy. On the other hand, as the smartization strategy is being promoted rather quickly, various problems are expected to occur, but no research has yet suggested ways to comprehensively and systematically analyze expected problems and respond to them. In this study, a group of experts related to the smartening of shipping and logistics in Korea was formed to find problems for each major task for successful implementation of smartification-related policies and to derive improvements. As the Covid-19 crisis, which is occurring around the world, is promoting the smartization of the entire industry, smartization in the shipping and logistics sectors is also expected to proceed quickly. If the solutions to the problems derived and presented in this study are actively implemented based on Korea's world-class information and technology infrastructure, Korea is expected to become a smart leading country in the shipping and logistics sectors.
