This study deals with youth unemployment in Korea and Japan, which show contradictory trends since 2010. As a preliminary work to analyze the causes of changes in youth unemployment trends in Korea and Japan, the purpose of this study is to analyze the current status of youth unemployment in Korea and Japan based on youth panel data from both countries. The aim of this study is to confirm the determinants of youth unemployment and effect of policy programs to respond to youth unemployment such as vocational training and PES in both countries. Overall, there were no significant differences between young unemployed people in both Korea and Japan. There was no significant difference in the determinants of youth unemployment, and the effect of vocational training services was also positive in the long term. In terms of the specific effect of vocational training services and the quality of service, there were slight differences between Korea and Japan. Vocational training services generally had more positive relationship on job satisfaction and full-time employment in Japan. The cause of this difference will need to be verified through comparative studies in the future.本研究では、2010年以来、相反の推移を示す韓国と日本の若者失業について分析する。韓国と日本の若者の失業推移変化の原因を分析するための前提作業で、韓国と日本の若者の失業に関する現況を両国の青年パネルデータをもとに確認することが研究の目的である。両国の若者失業決定要因と職業訓練、雇用斡旋(PES)などのの若者失業対応政策プログラムとの関係を確認したい。総合的には、韓国と日本両国で失業状態に置かれている若者の間で大きな差はなかった。若者失業決定要因も大きな差がありませんでしたし、職業訓練サービスとの関係も、すべて、長期的には肯定的だった。若者失業対策の具体的な効果は、サービスの質の面で見ると、韓日の間に若干の違いがあった。職業訓練サービスは、仕事の満足度、正規職かどうかについて概ね日本側でもう少し肯定的な関係があった。これらの違いが発生する原因については、今後の比較研究などを通じて検証してみる必要がある。
