연구배경 : 최근 도시공원의 양적 확보만이 아니라 공간의 질에 대한 관심이 높아지면서 유지․관리 수단과 방법론에 대한 관심이 증가하고 있다. 본 연구는 도시공원에서의 공공공간과 공공시설물 등 공원의 유지․관리를 위한 유니버설디자인과 범죄예방환경디자인과 같은 공공디자인의 항목 및 가치기준을 적용하였다.
연구방법 : 수원시의 대표적인 도시공원 4개소를 대상으로 2단계에 걸쳐 현장조사를 실시했으며, 전문가 자문회의를 통하여 공공디자인 관리방안을 제안하였다.
연구결과 : 조사결과 첫째, 보행공간의 통일성 부족, 둘째 공공시설물의 통일성 부족, 셋째 안내 시설물의 중복설치, 넷째 유니버설디자인 적용부족, 다섯째 보행로 및 시설물의 노후도 발생 등의 문제점을 도출할 수 있었다.
결론 : 이와 같은 문제는 해당 공원의 조성연도가 30년이 넘어 노후화가 진행된 결과이며, 공원의 관리가 민원에 의한 임의 대처로 이루어지고 있기 때문으로 분석되었다. 공원의 공공디자인 수준 항상성을 유지하기 위한 개선방안은 첫째 관리기준과 매뉴얼의 구성이다. 두 번째는 유지관리 업무과정에서 추가시설물에 대한 디자인협의 및 디자인 검토과정의 상설화가 필요하다. 세 번째, 공공공간에 대한 관리를 종합적으로 수행할 수 있는 전문조직이나 기관이 필요하다. 향후 각종 도시공간의 노후화가 가속화될 것으로 전망되므로 이와 같은 디자인 관련 관리기준을 수립할 필요가 있으며, 관련 연구가 지속되어야 한다.
Background : Recently, as interest in the quality of space as well as the quantitative security of urban parks has increased, interest in maintenance and management means and methodology is increasing. This study applied the items and value standards of public design such as universal design and crime prevention environment design for the maintenance and management of public spaces and public facilities in city parks.
Methods : On-site surveys were conducted in two stages for 4 representative urban parks in Suwon City, and public design management plans were proposed through expert advisory meetings.
Result : As a result of the survey, problems such as first, lack of unity of pedestrian spaces, second, lack of uniformity of public facilities, third, overlapping installation of guide facilities, fourth, lack of universal design application, and fifth, were deteriorated in pedestrian paths and facilities.
Conclusion : This problem was analyzed as a result of the deterioration of the park over 30 years, and the management of the park was carried out by voluntary actions by civil complaints. The first improvement plan to maintain the homeostasis of the public design level of the park is the composition of management standards and manuals. Second, it is necessary to make a permanent design consultation and design review process for additional facilities in the maintenance work process. Third, a specialized organization or institution that can comprehensively manage public spaces is needed. Since the aging of various urban spaces is expected to accelerate in the future, it is necessary to establish such design-related management standards, and related research must be continued.
