바젤Ⅲ 단기유동성비율(LCR)규제가 국내은행의 대출에 미친 영향을 분석하였다. 2015년 1사분기에서 2020년 1사분기까지 국내은행의 회계자료를 사용하여 분석한 결과 규제압박이 클수록 총자산대비 대출비중 증가율이 낮아진다는 증거를 발견하였다. 이러한 경향은 시중은행만을 대상으로 분석할 때 더 뚜렷해지는 반면, 지방은행의 경우에는 전체분석과 거의 차이가 없었다. 기업대출만을 분석할 때 규제압박이 강해질수록 총자산대비 기업대출비중 증가율이 낮아지는 모습은 어떤 경우에나 유의하였다. 또한, 시중은행과 지방은행으로 구분하여 시행한 분석에서 총자산대비 중소기업대출 비중의 증가율도 규제압박과 뚜렷한 음(-)의 관계를 보이는 것으로 나타났다.
종합적으로 상기 결과는 동 규제가 중소기업이 큰 비중을 차지하는 기업부문의 대출 경색을 통해 거시경제에 큰 영향을 미칠 수 있음을 시사하는 것이다. 다만, 규제압박이 증가하더라도 기업대출대비 중소기업대출 비중 증가율이 감소하지는 않는 것으로 나타나, LCR규제가 기업대출을 전반적으로 약화시키기는 하지만 중소기업에만 유난히 불리한 영향을 미치지는 않음을 짐작할 수 있다.This paper explores the effects of the Basel Ⅲ Liquidity Coverage Ratio on banks’ lending behavior in Korea. Analyzing banks’ accounting data from the first quarter of 2015 to the first quarter of 2020, we find some evidence that banks facing stronger regulatory pressure tend to limit the increase in loans to assets ratio more. In the subanalyses of national banks, the relationship became more significant. Meanwhile, the increase in corporate loans to total assets ratio had a significant negative relationship with regulatory pressure in all analyses. Moreover, in the sub-analyses, the increase in SME loans to total assets ratio also showed a significant negative relationship with regulatory pressure.
The above results imply that the LCR regulation might affect the macro economy of Korea via the credit crunch in corporate loans, especially in those to SMEs. On the other hand, the increase in SME loans to total corporate loans ratio turns out to have no significant relationship with regulatory pressure, meaning that the regulation is not especially harmful to SMEs.
