호텔은 단순한 숙박시설이 아니라 어느 한 지역의 관광산업 수준을 보여주는 척도이자, 관광객을 대상으로 제공되는 관광상품이다. 도시의 유기체적인 역동성이 호텔의 존재에 영향을 주기 때문에 호텔 입지의 공간패턴 변화는 지속적인 연구주제로 인식되었다. 특히 관광객들의 방문욕구가 확대될수록 외부확장이 불가능하다는 섬이라는 환경의 공간적 제약으로 인하여 내부공간으로 변화가 심화될 수 있다. 연구대상지역인 제주도는 대한민국을 대표하는 관광도시로서 화산섬이라는 지리적 특성을 가지고 있다. 제주도에서는 1963년 처음으로 호텔이 설립된 이후, 2019년까지 총 494개의 호텔이 설립되었다. 이 기간을 ‘호텔설립 동향’, ‘관광개발계획 수립’, ‘관련법규’의 세 가지 기준으로 발아기, 착근기, 성장기, 확산기로 구분하고, 입지패턴을 분석하였다. 분석결과 발아기에는 도시의 중심부에 호텔들이 입지하는 전형적인 형태를 보이다가 착근기에는 도심지 중에 새롭게 형성된 신도심 지역에 입지하는 경향이 강하게 나타났다. 성장기에 들어서면서 도심의 외곽지역이나 유명 관광자원을 중심으로 호텔이 입지하기 시작하였고, 확산기에는 도심과 외곽지역, 유명 관광자원을 중심으로 한 읍면지역에 유사한 비율로 호텔이 입지하는 것으로 나타났다. 호텔이 도시 중심부에 집중적으로 입지하고, 교통접근성을 중심으로 확산하고 있지만 섬지역 관광도시라는 특성상 유명 관광자원을 중심으로 입지하는 또 다른 양상도 함께 나타나고 있다. 이러한 현상이 섬지역 관광도시에만 적용되는 특수한 현상인지, 보편적인 현상인지 향후 지속적인 연구가 필요하다.A hotel is not just an accommodation facility; it is a measure of the level of tourism in a certain region and a tourism product provided to tourists. Because the existence of hotels is affected by the organic dynamism of a city, changes in the spatial patterns of hotel locations have been recognized as a subject of ongoing research. Changes in internal space, in particular, may intensify on an island with an increase in tourists’ desire to visit, since external expansion of the island is impossible due to spatial constraints of its environment. Jeju Island, which is the subject of this study, is considered a representative “tourism city” of Korea and has special geographical characteristics of a volcanic island. Since the establishment of the first hotel on Jeju Island in 1963, a total of 494 hotels were established by 2019. This era can be classified into four periods, for the purpose of performing an analysis of location patterns. The four periods are the “seed,” “start-up,” “growth,” and “expansion” periods, based on three criteria: “hotel establishment trends,” “establishment of tourism development plans” and “related laws and regulations.” The analysis of the results shows that hotels were typically located in the heart of the city during the “seed” period but showed a strong tendency to be located in the newly formed “new” downtown area during the “start-up” period. During the “growth” period, hotels began to be located on the outskirts of the city or were centered around famous tourism resources. During the “expansion” period, similar proportions of hotels were found in the downtown area, on the outskirts, and in township areas centered around famous tourism resources. While hotels are generally concentrated in the downtown area and show a trend of spreading away from the city center, based on transportation accessibility, hotel locations around famous tourist resources present a new area of interest owing to the nature of the subject of this study being a tourism city in an island region. Continuous research is needed to determine whether this phenomenon is a special phenomenon that applies only to a tourism city in an island region, or a universal phenomenon that applies to all regions.
