This paper attempts to measure social values deriving from public projects by utilizing system dynamics perspective which has rarely been used in the field of social value measurement studies, and to put forward policy-related and theoretical implications for policy-makers and academics to design more systematic and wholistic policy ideas and measures regarding social value measurement. In doing so, this study draws causal diagrams explaining causal relationships among factors affecting the implementation of a public project supporting job seekers who want to work abroad and explores the reinforcing and balancing loops operating within the causal map, by which policy practitioners could effectively manage, implement and control the project at the site. The research result shows that five reinforcing and one balancing loop have been derived from the causal map and it also shows that how SROI (Social Return on Investment) can be produced.
