다가오는 5G 네트워크 환경에서는 사물인터넷(Internet of Things, IoT) 서비스 확산이 본격화될 것이다. 사물인터넷은 기기 간 연결을 전제로 하기 때문에 기기식별 자원에 대한 수요 역시 급증할 것으로 예상된다. 이동통신망에 연결된 사물인터넷 기기식별 수단으로 활용되는 전기통신번호는 국가의 유한한 기초 자원이다. 따라서 전기통신번호 자원에 대한 미래수요에 대비하기 위해서는 정책적 대응이 필요하다. 이 연구의 목적은 세계 주요국들의 사물인터넷 환경에 대비하기 위한 전기통신번호 정책분석을 통해 미래수요에 대응하기 위한 국내 전기통신번호 정책 방안을 모색하는 것이다. 이를 위해, 법령, 정책보고서 등의 2차 자료를 분석하고 전기통신번호 정책 전문가들을 대상으로 인터뷰를 하였다. 연구 결과, 미국, 일본, 유럽연합 모두 사물인터넷 환경에서 예상되는 전기통신번호 수요 급증에 대비하는 방안을 마련해놓고 있었다. 국내도 전기통신번호관리세칙 개정을 통해 2012년부터 사물지능통신(Machine to Machine, M2M) 서비스 용도의 번호를 할당하고 있었다. 하지만 국내 전기통신번호 전문가들은 예상보다 적은 수요로 인하여 현재로선 번호할당 외 사물인터넷 환경에 대비하기 위한 전기통신번호 정책의 필요성은 제한적이라는 의견을 밝혔다.The upcoming 5G environment will see the expansion of the Internet of Things (IoT) compared to the existing state. The demand for telecommunications numbers will also rise in order to identify all the devices connected to the network. Since the numbers are a finite resource in any country, the numbers have to be assigned according to a numbering plan in the country. This study aims to sketch out the proper direction for policies responding to the future demands for numbers, and environmental changes in the IoT era. We analyze primary policy data and secondary data related to the numbering plans in the US, Japan, EU, and Korea. In addition, we conduct interviews with experts on the numbering plan in Korea. Our results show that the US, Japan, EU, and Korea have already made decisions for preparing emerging services such as machine to machine (M2M) services. Most experts interviewed in our study argue that there are fewer needs for any policies or solutions for new services. However, the interviewees would hesitate to revise the numbering plan in Korea.
