본 연구는 ICT 생태계의 선순환적 발전을 위해 필수적인 네트워크 투자 재원에 대한 합리적인 대안을 탐색한다. 이를 위해 통신, 비통신(방송, 인터넷 등), 정부/공공, 학계 전문가 83명의 의견을 취합하고, 계층화 분석법(Analytic Hierarchy Process, AHP)을 통해 각 대안에 대한 우선순위를 도출하였다. 네트워크 투자 대안은 투자비 분담 주체에 따라 통신사 자체해결, 타사업자와의 분담, 정부주도 해결의 3가지 상위 항목을 포함해 총 10개의 하위 항목으로 구성되었다. 분석 결과, 통신사업자를 제외한 그룹에서는 통신사 자체해결(비통신사업자, 정부 및 공공기관)과 정부주도 해결(학계)을 1순위로 꼽았다. 하위 항목에 대한 우선순위 분석에서도 각 이해관계 집단에서 자신의 이익을 극대화하는 대안을 우선시하는 경향을 보였지만, 콘텐츠 사업자 주도로 진행되는 제로레이팅(타사업자 콘텐츠의 데이터 요금보전)에 대해서는 비통신사업자를 제외한 모든 그룹에서 1순위로 선호하여, 향후 합의점 도출의 가능성을 보였다.This study explores the availability and ranking of reasonable alternatives for network investment funding vital for the development of ICT ecosystems. To this end, we collect opinions from 83 experts in the telecommunication, non-telecommunication (broadcasting, Internet, etc.), government/public, and academic sectors, and rank the alternatives using the Analytic Hierarchy Process (AHP) analysis. Depending on the party leading the cost allocation, there are three main alternatives for network investment funding: A self-settlement solution by the telecom companies, cost sharing among companies, and government-led solution. Within these three main categories, ten specific alternatives are assessed. We find that the alternative under which the telecom companies settle the investment costs themselves is preferred by most stakeholders (non-telecom operators and public institutions), while the state-led solution ranks second (preferred by the academics). Assessing the ranking of the ten subcategories shows that each stakeholder group tends to prefer the alternatives maximizing their own benefits. However, the zero-rating approach led by content providers is a reasonable alternative according to most stakeholders, paving the way for a future pact.
