본 연구는 연령, 학력, 소득 등 인구 및 사회경제적 특성에 따라 정보 접근과 이용의 차이가 발생하는 정보격차(digital divide)의 원인을 개인의 인터넷 이용 의사결정 모형을 통해서 분석한다. 한국인터넷진흥원의 ‘2015년 인터넷이용실태조사’ 자료를 이용한 표본선택 이변량 프로빗모형 추정 결과는 고령‧저학력‧저소득 집단의 낮은 인터넷 이용률은 높은 비용 때문이 아니라 낮은 편익 때문에 인터넷 이용 의향 자체가 적었기 때문임을 보여 준다. 프랑스 자료를 이용한 Drouard (2011)는 학력과 소득에 따른 이용 격차는 비용보다는 편익의 격차를 반영하지만 연령에 따른 이용격차는 비용과 편익 격차 모두 중요함을 보여준다. 하지만 한국 자료를 이용한 분석 결과는 연령‧학력‧소득 등 모든 집단에서 인터넷 이용 의향(편익)을 통제한 조건부 인터넷 이용격차는 실제 인터넷 이용 격차보다 작아짐을 보여준다. 본 연구의 결과는 정보격차의 축소를 위해서 접근 비용을 줄이는 기존 정책과 더불어서 정보소외계층의 인터넷 이용에 따른 편익 증대의 필요성이 있음을 시사한다. 또한 정보격차 축소를 위한 정책 시행 시 비용과 편익의 상대적 중요성은 정보소외계층에 따라서 달라질 수 있다는 점을 고려할 필요가 있다.Using a model of individual choice of Internet use, this paper examines the causes of the digital divide across demographic and socioeconomic groups such as age, education, and income. Using the 2015 Survey on the Internet Usage, a sample-selection bivariate probit model shows that the rates of Internet use among the elderly, less educated, and low income groups are low not because of high costs of Internet use but because of low benefits. Findings of Drouard (2011) based on French data show that benefits play a crucial role in explaining the Internet use gap for education and income groups whereas both the benefits and costs explain the age gap. On the contrary, our results using the Korean data show that, conditioning on individuals' desire to use (gross benefits) the Internet, the predicted gaps of Internet use among all the groups based on age, education, and income are smaller than the actual gap. To close the digital divide, we suggest that a new policy should aim to increase the benefits of Internet use for information minority groups in addition to the existing policies focused on reducing the costs of Internet use. Furthermore, policies for narrowing the digital divide need to consider the relative importance of benefits and costs that may vary across information minority groups.
