이 논문은 경제 위기 이후 노동시장 레짐에 대한 한국과 일본의 정책대응을 비교분석하고, 노동시장 레짐의 변화에서 찾을 수 있는 공통점과 차이점을 규명하고자 한다. 특히 위기에 대응하는 과정에서 나타난 정책아이디어(policy idea)와 담론(discourse)이 노동시장레짐의 변화에 어떠한 영향을 주었는지를 비교하는데 목적이 있다. 분석결과, 양국이 보여준 제도적, 역사적 맥락의 차이는 경제 위기 이후에도 몇 가지 차이점으로 귀결되었다. 일본에서는 경제 위기에도 불구하고 장기고용관행이 심하게 동요하지는 않았으며, 비정규노동자들이 고용조정의 주요 수단으로 활용되었다. 임금체계 역시 기본적으로는 연공임금과 직능급을 유지하면서 기존 제도에 부분적 수정을 가하는 방식으로 나아갔다. 한국에서는 일본과 달리 비정규직 감축보다 정규직에 대한 정리해고가 더 활발히 진행되었다. 한편, 임금체계에 있어 한국은 일본보다 활발하게 성과주의를 도입하였다. 그러면서도 임금체계의 연공성이 강하게 남아있는 국가가 한국인데, 이는 한국에서 노조가 존재하는 기업들이 연공성을 유지하려고 노력했기 때문이다. 사회안전망에 대한 사회적 담론과 제도적 장치가 상대적으로 미성숙한 한국에서는 노동시장레짐이 노-사 간의 권력관계와 정부 개입을 더 잘 반영한다.This paper aims to compare the policy responses of Korea and Japan to labor market regime after the economic crisis. This paper also seeks to identify commonalities and differences found in changes of labor market regimes. In particular, this paper aims to compare the impact of policy ideas and discourses on changes in labor market regimes. As a result of the analysis, the differences in the institutional and historical contexts between the two countries resulted in some differences even after the economic crisis. In Japan, despite the economic crisis, long-term employment practices did not fluctuate sharply, and irregular workers were used as the main means of job adjustment. The wage system has also changed in a way that only partially modifies the existing system, maintaining the annual pay system and wage on job evaluation. In Korea, unlike Japan, regular workers were dismissed more frequently than non-regular workers. And Korea has actively introduced performance-based wage system. However, Korea is a country where seniority remains strong, because companies that have unions in Korea have tried to maintain their seniority system. In Korea, where social discourse and institutional arrangements for social safety nets are relatively immature, the labor market regime better reflects power relations and government interventions.
