Traditionally the cognitive map analysis has been used for understanding causal relationships assumed by policy leaders. And thus cognitive maps has been produced based on leaders' verbal statements including their speeches, interviews, and announcements in newspapers. In this paper, a cognitive map analysis is applied to a policy report of Korean government on comprehensive plan about low birthrate and aging society. The surprising fact of the cognitive map is that there is no feedback loop in the comprehensive plan for 2016 to 2020 that requires more than 190 trillion won. Many Koreans could not understand why low fertility rates have not improved even though Korean government spent over 100 trillion won over the past decade.
Cognitive map analysis in this paper suggests that the absence of a feedback loop may be an important cause.
