The Fourth Industrial Revolution is a new paradigm that goes beyond the limits of the 1st, 2nd and 3rd Industrial Revolution. And this is a paradigm that greatly transforms the industrial economic and social system. In this paper, we try to derive policy leverage by identifying the virtuous and vicious Circle of the fourth industrial revolution through causal map. We identified eight major variables and then derived minor variables to identify five major causal maps by analyzing the media articles in an exploratory way. In conclusion, the policy leverage of the fourth industrial revolution faced by the Republic of Korea was the elimination of bottlenecks, the transformation of goals, the securing of critical points, the construction of a harvesting / self-expanding platform, the expansion of market boundaries.
