우리나라 개발제한구역은 1971년 지정된 이래로 지난 40여 년간 지속적으로 유지·발전되어 왔다. 이 과정 속에서 개발제한구역의 존치당위성에 초점을 맞춰 유지 및 보전을 강조하는 측면과 개발제한구역내 원거주민들이 지속적으로 제기하는 다양한 의견과 주장들을 강조하는 측면 등으로 인해 정책의 변화가 나타나게 되었다.
본 연구의 결과 우리나라 개발제한구역의 변천단계는 개발제한구역의 정책변화시기와 정책내용의 변화를 바탕으로 정책형성기(1971-1979년), 정책유지기(1980-1997년), 정책변화기(1998-2002년), 그리고 정책조정관리기(2003년 이후-현재)의 4단계로 나누는 것이 가능하다고 판단된다. 그리고 각 단계에서 개발제한구역의 실체를 설명할 수 있는 패러다임은 보전론, 해제론, 보전론적 입장에서의 조정관리론, 해제론적 입장에서의 조정관리론 등 4가지 논리를 바탕으로 각 단계별 정책변화와 연계하여 설명하는 것이 유효하다고 확인된다.A Green Belt is a policy and land use designation used in land use planning to retain areas of largely undeveloped, wild, or agricultural land surrounding or neighbouring urban areas. In essence, a green belt has been established as an invisible line encircling a certain area especially Seoul City or the Seoul Metropolitan Region, preventing development of spreading out of urban areas' disorder and conurbation since 1971 in Korea. Even if the effectiveness of green belts differs depending on location and country, a green belt eroded around the Seoul Metropolitan Region has been concluded with a positive remark for almost forty years until the end of 1990s.
The Green belt system in Korea has been relatively well managed since 1971, but it faced a new phase by the changes in government policy in 1998.
A Green belt in Korea has been under the adjustment-management period since 2003, which was derived from the formation, maintenance, and transition period. Recently, the policy of a green belt has been managed by the theory of adjustment-management, which integrates the theory of conservation and the theory of removal of a green belt.
