2009 개정 교육과정에 따른 공통교육과정의 단축, 학년군제와 교과군제 도입, 집중이수제 실시는 사회과 교육과정에도 광범위한 변화를 가져왔다. 본 연구는 이러한 변화에 대한 교과교육 전문가의 평가를 조사하여 분석하고, 이를 토대로 향후 교육과정 개선 방안을 제안하는 것을 목표로 한다. 전국의 일반사회 교사 및 지리 교사 양성 학과에 재직 중인 교수 전체를 대상으로 설문 조사를 실시하였는데 약 48%의 회수율을 나타내었고, 그 결과는 다음과 같다. 첫째, 공통교육과정의 단축에 대하여 사회과 교과교육 전문가들은 현행 사회과 교육과정 운영 체계와의 부조화를 지적하고 학습자의 발달적 특징에도 적합하지 않다고 평가하였다. 또한 공통교육과정 단축에 따라 기존의 고1 과정에 기대되던 성취 기준의 일부가 중학교 <사회>로 편성되었는데, 중학생의 발달 수준을 고려할 때 성취에 어려움이 따를 것으로 예상하였다. 둘째, 교과군제에 따른 사회·도덕 교과군의 도입에 대해서는 영역간 통합의 교육적 근거가 부재할 뿐 아니라 실제 현장에서의 교과 편성 및 과목 운영을 고려하지 않은 조처라고 비판하였다. 또한 지리, 역사, 일반사회, 도덕 등 내용 영역간 위상 불균형 문제를 지적하였다. 마지막으로 집중이수제에 대해서는 시민성 교육의 단절과 학습자의 학업 부담 가중 및 사회과에 대한 흥미저하를 초래할 것이라고 우려하였다. 개정 사회과 교육과정에 대한 전문가의 평가 의견을 볼 때 다음과 같은 개선이 시급하게 요구된다. 첫째, 사회·도덕군 내 내용 영역 간 위상의 정상화가 이루어져 하며 이를 위해 중학교 사회, 지리 영역의 과목 분리가 필요하다. 둘째, 시민성 교육이라는 교과 목표의 달성을 위해서는 고등학교 과정에서의 <사회> 필수 과목 편성이 필요하다.This study is to analyze the problems of the 2009 national social studies curriculum and provide suggestions for future revisions. The national curriculum of 2009 has such unique characteristics as intensive course taking, subjects cluster, grade cluster, and reduction of period for national common curricula. We conducted a survey of professors of civics education and geography education across the nation regarding the impact of the revised curriculum and future directions.
Findings are as follows. First, the revised social studies curriculum of 2009 does not have congruence with the cognitive development stage of middle school students. Second, there exits an imbalance of time allocation for each area in social studies: history, geography, civics, and ethics. Third, reduction of national common curriculum has cut civic education during the high school years, and it harms citizenship education of Korea's adolescents.
Conclusively, in middle school level, geography and civics should be organized as separate subject areas. For better citizenship education, class hours should be fairly distributed among history, geography, civics, and ethics. Also, social studies should be a requirement in the high school level.
