This paper aimed to explain similarities and differences existent between democratic labor union movements at the national level and those at the local level, specifically, Daejeon, through the systematic summarization and analysis of the development procedures of democratic labor union movements in the Daejeon area during the 1980s. The fact that democratic labor union movements in the 1980s greatly affected the on-site participation of activists who were student activists matches those at the national level. However, the absolute scale of the activists who were student activists was small in that those activists were unable to organize popular workers’ strikes. Nevertheless, in Daejeon where no history of democratic labor union movements had existed in the 1970s, they were the first purposeful labor movement force since the Korean War in 1950. Moreover, they played a crucial role in organizing the passion of the workers’ struggles, which explosively appeared through the great struggles of the workers in 1987. Also, belligerence, independence, democracy, revolution, and solidarity, which were identities of the democratic labor union in the 1980s, were observed similarly in democratic labor union movements in Daejeon. That is, although the capability of labor movements was weak, there was no qualitative difference in the direction that democratic labor movements were headed on a national level. However, as confirmed by failure in the establishment of the Daejeon Labor Union Council, the solidarity between the working classes could not come to fruition as an organized outcome. This is because the democratic labor union in the manufacturing industry, which led the early democratic labor union movements, was weak as such in Daejeon.
