선거는 대의민주주의 정치체제의 정당성을 확보하고 시민의 의사를 정치과정에 투입하는 위임자 선출 이벤트 이상의 의미를 가진다. 무엇보다 다원화된 사회의 잠재된 이해관계를 조율하고 공공 커뮤니케이션 능력을 향상시키는 역할을 해야 한다. 이를 위해서는 선거 공론장의 활성화가 필수적이다. 최근 인터넷 언론에서 블로그, 마이크로 블로그 등을 유권자 참여 플랫폼으로 활용함으로써 선거 공론장을 보다 활성화할 수 있는 가능성이 열렸다. 본 연구에서는 지난 5회 지방선거에서 인터넷 언론의 선거 공론장 역할을 유권자 참여 플랫폼 관점에서 살펴봄으로써 이를 검증해보았다. 그러나 선거 공론장의 조직화를 위해 유권자 참여 플랫폼을 활용하기 보다는 뉴스 배포 플랫폼으로 이용하는 경우가 많은 것으로 나타났다. 아울러 대부분의 선거 공론장이 미디어 주도형인 것으로 나타났다. 본 연구에서는 마지막으로 인터넷 언론을 통해 선거 공론장을 활성화하는 데는 고려될 사항을 다음과 같이 제언하고 있다. 첫째, 전국권, 광역권, 지역권 언론 간의 역할분담이다. 둘째, 지역권, 광역권 인터넷 언론의 경우 리더 보다는 선거 공론장에서 유권자의 풀뿌리 네트워크를 조직하는 역할이 강조되어야 한다. 셋째, 지역 유권자의 인적 연결성을 강화함으로써 선거 공론장의 커뮤니케이션 네트워크를 형성할 수 있다. 넷째, 지역 선거 공론장에서 논의되는 이슈가 인물론, 중앙 정치의 바람몰이 정치 이슈 등 선거정치에 매몰되어서는 안된다. 유권자의 의중을 반영한 공약 정책 이슈를 지역 언론이 직접 개발하여 선거 공론장에서 후보자와 유권자 간의 커뮤니케이션을 이슈 중심으로 매개해야 한다. 다섯째, 이러한 역할을 광역권, 지역권 언론이 인터넷을 통해 구현하려면 다양한 협업모델이 개발되어야 한다.An Election carries an important meaning in modern society; especially it means something more than just a election event. It plays a key role in mediating and resolving differences among the branches of the conflicts in modern society. To do this, it is important to invigorate election public sphere because an election public sphere performs mediatory roles during the election procedure. This article focuses on organizing major principles of election public sphere in internet newspapers and investigating various cases in 5th local election of Korea in 2010. The results are as follows. only few election public spheres were formed in most internet newspapers and newspapers leaded most public sphere in local election. Therefore this article suggests five principles to vitalize local public sphere in election. First, it is important to share Responsible for roles in forming and sustaining various grass-root public sphere. Second, internet newspapers perform a role of coordinating network of local voters. Third, human networking deserves special emphasis in communication of local issues related to the election. Fourth, policy issue should be discussed in public sphere. Fifth, various cooperation models should be developed for the local election public sphere.
