기존의 많은 연구들은 국가간 신재생에너지 성장의 차이를 주로 정책수단 선택의 차이에 따른 결과로 이해하고 있다. 그러나 이러한 연구들은 동일한 정책수단을 선택한 국가간의 차이, 그리고 신재생에너지 성장에 영향을 미칠 수 있는 다양한 영향요인의 불충분한 고려, 그리고 추정 방식의 문제 등의 한계를 지니고 있다. 이에 본 연구는 정책수단을 핵심 변수로 하여 신재생에너지 성장에 어떠한 요인들이 영향을 미치는가를 다국가를 대상으로 한 패널자료를 통해 계량분석을 시행하였다. 분석결과 첫째, 정책수단변수인 FIT와 RPS는 통계적으로 유의미한 관계를 찾을 수 없었다. 즉 이는 신재생에너지 발전 비중 확대가 단순히 정책수단만으로 이루어질 수 없음을 보여준다. 둘째, 에너지 지배구조의 문제(녹색당, 원자력 발전 비중), 소득수준, 기업환경, 그리고 국제압력이 통계적으로 유의미한 변수로 나타났다. 이러한 점은 왜 국가간 신재생에너지 확대에 차이가 발생되는지, 그리고 왜 동일한 정책수단을 사용한 국가간에 차이가 발생하는지에 대한 일단의 해답을 제공한다. 이러한 연구결과는 정책수단의 효과성을 실증하고 또한 효과성을 논의함에 있어서 인과관계의 중요성을 제시하는 면에서, 신재생에너지 확대의 영향변수로 도출하고 있다는 점에서 이론적 가치를 지내며, 동시에 신재생에너지 확대에 있어 공학적 접근의 한계를 넘어 보다 실효적인 정책적 방향을 제시하고 있다.A previous study has shown that the difference in growth of new renewable energy across countries has resulted from differences in the selection of policy instruments. However, in explaining differences in the growth of new renewable energy sectors, these studies are limited to incorporating differences between countries which have used the same policy tools. It is also disadvantageous to insufficiently consider various factors affecting the growth; and there is a problem in estimating the level of growth. Hence, the present study investigates how selected policy tools influence the level of new renewable energy growth. This study conducts empirical analysis using panel data of multiple countries. Firstly, the research findings show that policies such as the Feed-In Tariff (FIT) and the Renewable Portfolio Standard (RPS), as variables of policy instruments selected for new renewable energy policy in each country, do not have significant associations with the growth level. This implies that the selection and implementation of policy instruments can only partially explain the reason for the increase in the proportion of new renewable energy in power generation. Secondly, the statistical results show that the type of energy policy governance (e.g., the presence of the Green party; the proportion of nuclear energy in power generation) of each country, the national income level, the business environment, and the level of international pressure have statistically significant coefficients in explaining the level of growth. These significant factors can explain the differences between countries in the increase in the proportion of new renewable energy used in power generation. It also provides an understanding of why there is a difference between countries using the same policy instruments. These results present a theoretical implication that provides empirical support to the effectiveness of policy instruments. It also identifies the significance of selecting specific policy instruments as an independent variable for testing the importance of causality of policy instruments in discussing their effectiveness. The results of this study present more practical policy directions beyond the engineering-based approach for increasing the use of new renewable energies.
