사회간접자본은 대표적인 시장실패 영역으로 이해되고 있으나 현실에서는 광범위하게 민간투자가 진행되고 있다. 본 연구는 동 현상에 대한 본질적 설명이 필요하다는 인식하에, 사회간접자본에 대한 민간투자의 제약 요인과, 그러한 제약 요인하에서 어떠한 요인이 민간투자를 가능하게 하는가라는 두 가지 연구 질문을 설정하고 분석하였다.
분석결과, 첫째, 사회간접자본의 재화 특성은 하나의 ‘제도적 요인’으로서 민간자본의 투자를 제약한다. 즉, ‘공공재적 특성’은 ‘수익성’을 확보할 수 없게 하며, ‘장기 투자회임 및 투자비 회수기간’은 복잡성의 증대로 인해 ‘위험’을 유발하고 ‘대규모 자금 필요성’은 ‘자금조달의 어려움’을 초래하여 민간자본의 투자를 제약하였다. 둘째, 이러한 제약을 해결하기 위해 ‘위장적 제도의 재생산’이 진행되어 왔다. 즉, ‘수익성’을 확보하여 주기 위해 정부는 조세지원 및 부담금 감면, 재정 및 융자지원, 부대사업 및 국공유재산 활용과 같은 재정적 지원을, ‘위험보장’을 지원하기 위해 대상시설 및 방식 확대와 변화, 환율 및 금리위험 부담, 매수청구권 및 해지시 지급금 인정, 토지수용권 부여를, ‘자금조달’을 지원하기 위해 관련 금융지원 및 규제완화와 같은 지원제도가 일방향적으로 형성 및 변화되어 왔다. 결국, 사회간접자본의 재화특성(제도적 요인)에 기인하는 제약을 해결하기 위해 위장적 제도의 재생산이 이루어져 왔으며 이에 민간투자가 확대될 수 있었다. 본 연구는 사회간접자본의 재화 특성이 ‘설명변수로서 제도’ 역할을 수행할 수 있음을 보여주며, 동시에 민관협력의 이름으로 진행되는
사회간접자본에 대한 민간투자의 본질을 설명하고 있다는 점에서 이론적 가치를 지니고 있다.The public interprets social overhead capital (SOC) as an example of market failure; however, widespread private investment has been implemented in the practice. With the purpose of substantially explaining such a social phenomenon, this study establishes two research questions and attempts to find answers. The first question is to investigate what preconditions restrict private investment in the SOC, and the second is to explore factors of enabling private investment under such preconditions. The research finds that the features of the SOC constrain private investment as one “institutional factor.” The feature of “public good” is disabled to ensure “profitability.” The character of the “gestation period of capital and payback period” induces the “risk” from increasing complexity, and the “necessity for a huge fund” incurs the “difficulty of financing,” which controls the amount of private investment. Secondly, the “reproduction of camouflaged institutions” has been implemented to address these restrictions. The government has provided financial assistance, such as tax incentives and development charge reduction, finance and debt relief, subsidiary enterprise and use of national property in order to secure the profitability of the SOC projects. The government also has offered magnifying target facility and extending facility methods, risk bearing of the foreign exchange rate and interest, approval for appraisal rights and termination payments, and grants to eminent domain, with the purpose of providing “risk guarantee.” In addition, the supporting institutions, such as financial support and deregulation, have been formulated and changed in one way. Ultimately, the reproduction of these disguised institutions has been accomplished to address restrictions caused by characteristics of goods of the SOC (institutional factor), and results in the growth and expansion of private investment. This study shows that the characteristic of SOC goods is able to perform the role of the “institution as an independent variable.” At the same time, this study has research implications in that it explains the substance of private investment in SOC in the name of private-public partnerships.
