본 연구에서는 국내의 비상장 중소기업이 적자보고회피, 이익감소보고회피 및 차기의 차입금을 조달하기 위한 목적으로 발생액 또는 실물활동을 조정하여 보고이익을 증가시키는지를 실증적으로 분석함을 목적으로 하였다. 실증분석 결과에 의하면 상술한 동기에 입각하여 이익조정의 가능성이 의심되는 비상장 중소기업은 실제로 발생액뿐만 아니라 영업현금흐름, 제조원가, 판매관리비의 조정을 통해서도 광범위하게 이익을 상향조정하고 있는 것으로 나타났다. 또 발생액과 실물활동 가운데서 기업이 처한 상황과 특성에 따라 특정 수단이 다른 대안에 비해 보다 선호될 수 있음도 확인하였다.
본 연구의 결과는 국내의 비상장 중소기업이 적자보고회피, 이익감소보고회피, 금융기관으로부터의 신규차입을 위하여 수단을 불문하고 이익조정에 몰입하고 있음을 입증하는 것이며 이로 인해 비상장기업의 회계실무가 투명성을 결여하여 이들의 재무제표의 신뢰성에 의문을 제기할 수 있는 근거를 제공한다. 비상장기업은 이해관계자의 수가 상대적으로 적고 회계정보의 중요성도 낮게 인식되어 회계규제를 위한 제도적 장치가 상대적으로 미흡하다. 한국회계기준위원회에서는 비상장기업에 대하여 2011년부터 현행 회계기준을 수정, 보완한 편람식 일반기업회계기준을 적용할 것을 확정, 발표한 바 있다. 이러한 조치는 비상장 중소기업을 회계투명성의 사각지대에 방치해 두는 결과를 초래할 가능성이 없지 않다. 본 연구의 결과로 미루어 볼 때 회계정책결정기구에서는 향후 비상장 중소기업의 회계투명성을 일정수준 확보하는 관점에서 일반기업회계기준을 개정, 보완해 나갈 필요가 있다.This paper aims to investigate whether non-listed domestic SMEs in Korea are motivated to engage in upward earnings management via accruals or real management activities to avoid loss reporting, decreased income reporting, and/or to facilitate borrowing loans from financial institutions in subsequent period. Empirical findings show that the SMEs, on average, tend to manage earnings using accrual as well as real-based devices such as abnormal cash flow from operations, abnormal production costs, and abnormal selling and administrative expenses with a view to achieving their intended goals. The results also indicate that depending on the conditions faced by individual SMEs, one earnings management tool might be preferred over the other.
The results of this study corroborate the prevalence of earnings managements exercised by non-listed SMEs regardless of the tools employed, motivated by loss and income decrease avoidance as well as loan borrowings. It also provides clues to suspect the transparency of the SMEs accounting practices and to raise questions about the reliability of their financial reports. SMEs are generally subject to less stringent regulatory environment on the ground that the number of stakeholder groups are limited such that less importance is placed upon their financial information. Korean Accounting Standards Board recently promulgated the so-called “General Company Accounting Standards”, which is largely a modified version of current Korean GAAP, and expected to be applied to non-listed SMEs from 2011. Based upon the implications obtained from this study, however, it is essential for Korean accounting standards setting regime to develop future accounting standards for SMEs in such a way as to achieve a certain level of transparency even under non-listed SMEs context.
