After having observed in many areas among international legal issues in modern society, I have found out states employ the practice of targeted killings issue, targeted killings as a part of a multi-pronged approach to defeat with terrorist groups. The very first of targeted killings policy has been initiating by Israel and the US since 2000. Unmanned Aerial Vehicles (UAVs) or armed drones are one of the most popularity choice of weapon for states to assassinate their targeted in short times, caused low risk of military's life by its high technology. However, while the number of use of armed drones are increasing and widespread, it has become notable collateral damage and civilian casualties. Therefore, there are question raised up that regarding to the targeted killing policy's legality, justness, and efficacy. An available of international law such as international humanitarian law and human rights law and other armed conflict principles shows that a measured practice of targeted killing provided just a short term tactical and operation gains, recently, the policy's effectiveness at defeating terrorism is unclear, absence of transparency, accountabilities.
Pakistan is one of country that attacked by the use of armed drone by the US authorities since an incident of 11 Sep. By this reason, this dissertation will have raised Pakistan to be a case study lessons of consequences of targeted killing policy, this dissertation will consist with an general knowledge of targeted killings, than focus on which available international and regional legal framework that states apply for the use of drones in their modern battlefield, also it will analysis on the rights of self-defence under the UN Charter of attacking states. Moreover, it will further mention on criminal liability issue on the use of armed drones for targeted killings as a types of crimes under the Rome Statute. Lastly, this dissertation will give some suggestion on targeted killings issue which are reasonable and useful in reality.
