Since 2007, Korean society introduced long-term care insurance as an 5% social insurance. However, it cause a lot of problem, because it have a broad introduce without enough preparation at that time. Especially, there are quite big problem, service quality at the care facilities. Therefore, the study will find the improvement way for the service quality from the actual practice.
From the actual practice, the study found the four main problem as a service quality gap following the facilities size, changing the caring awareness and economic burden for the elderly parent, labour forces and working condition, business operation.
First, care facilities from the national health insurance have a better grade at over 10client facilities rather than under 10client nursing centers. Reason is quite natural results. Because, under 10 facilities have a lot of roles without division of labour. Also, under 10clients facilities have low benefit rather than over 10clients facilities. It cause the difficulties of business operation on the facilities under 10 clients.
Second, since 1970, korea society changed rapidly from the industrialization. Therefore, it caused concentration young labour forces on moving to city. It changed the family system from the extended family system to nuclear family system. In 1997, korea had a big event as a foreign currency crisis. it cause the second change in korea society. After that, korean changed awareness about parent supporting. Therefore, a lot of korean thought that the government should support the elderly instead of the their son and daughter.
Third, carer is an one of the main factor for the qualitative service of long term care facilities. However, it have a lot of problems. Especially, education center for the training as a carer have not good quality. Also, it has a short time curriculum as an 240hours to trained carer. Also, average salary of carer is a quite small as a level of national minimum wage, even though, it is quite hard job. Also, carer have a same number of client without considering of client condition, although it' s grade is from 1 to 5. Actually, between 1-2grade and 3-4grade on clients is a different helping condition.
Fourth, long term care facilities is a quite low benefit. Also, it 1s quite high labour cost. It means that they have a very low program cost and maintenance expenses. It cause the deterioration of facilities in the future. Also, small program cost provide the insufficient program for the client at facilities.
