Since China and South Korea are in the Confucian Cultural Circle of East Asia, many social formations are shared, which includes thinking highly of education, advocating educational background, high competition of college entrance examination and even the demands of individualized excellent talents indifferent stages of social development.
The research is trying to analyze Korean Admissions Officer Policy, including different policy-making backgrounds, recent status, achievements and related problems. Also, the advice that China can follow is given in the research. This paper mainly uses documentary research and interviews. The responses of the interviewers, including Section Chief of Enrollment Departments in different Korean Colleges, Admission Officers and School College Counselors in high schools to the Korean Admissions Officer Policy are analyzed to find out the achievements, problems and ways of improvements.
This paper attempts to solve the following problems: Firstly, what are the main achievements and problems of Korean Admissions Officer Policies and Chinese Autonomous Enrollment Policies? Secondly, what are the existing problems and improvements of the goal attainment, achievements, progress of selection and the following steps after that? Thirdly, what inspiration can be got by Chinese Autonomous Enrollment Policies from Korean Admissions Officer Policies? Qualitative research method, mainly documentary research and interview, are sued to analyze the history, present situation, historical background, existing problems and improvements of the two policies.
Korean College Entrance Policy is modified profoundly with the development of society and political environment. The demand of the reformation of education system, represented by College Entrance Policies, is continuous, especially when regime changes. Based on the previous research, the development of Korean College Entrance Examination can be divided into four periods: University dominant period (1945 - 1961), the period of confrontation between the state and the University (1962 - 1980), State dominant period (1981 - 1985), Balanced development period between State, University and High School (1986 - present).
During the Korean educational reformation, especially after importing the Admission Officer Policy from America, positive changes come into being in schools and students.. However, there is still some room for improvement in the credibility and fairness of the policy, the stability and professionalism of the entrance examination officers, and the connection between high schools and colleges. In China, the policy of Self-Enrollment was introduced in order to expand the autonomy of universities has, to some extent, contributed to the diversification of talent selection methods and the reformation of university enrollment system. However, there are some problems including the fake materials submitted by the candidates, the lack of professionalism and credibility of the reviewers, and the incomplete assessment system and supervision system. There is still much room for improvement in upgrading education quality and lightening students' academic burden.
China and South Korea share different characteristics in political, social, cultural and educational environment systems. However, reasonable and effective Korean Admission Officer Policies can be picked up and used appropriately in China, which will be helpful to the further implementation and development of Chinese Autonomous Enrollment Policies.
