Despite what most of the local small-and medium-sized cities in our country are facing continuous reduction and aging in population, the continuation in urban planning focusing on expansion, the relocation in public benefit facilities to outskirts, and a rise in moving distance caused by this come to lead to in-dwellers' life inconveniences. It is the real situation that a local government is increasing public investment costs and that the corresponding city is losing the base of a central place.
An examination needs to be made in order to make it a city that has green-growth elements such as the compact urban spatial structure, as the mixed land use, as the public transportation-centered traffic system, and as new-renewable energy application & water-resource cycling structure, which are major planning factors, and especially to allow urban spatial structure to be compact urban spatial structure.
According to a demand for coping in the long term, generally and comprehensively in the urban planning aspect, a concept of many plans requires a great transformation that reflects a recent change in paradigm. Hence, the purpose of this study is to suggest the direction of the reform in urban spatial structure applying a concept of TOD (Transit Oriented Development) targeting Yeosu city in Jeollanam-do Province.
As for a research method on the direction of the reform in urban structure applying a concept of TOD, first, the aim is to survey a concept of TOD in which this study aims to apply, a case of previous research, and overseas case, and to grasp the contents.
Second, it elicits problems by analyzing main index and urban spatial structure of the urban master plan for 2030 in Yeosu city where is a representative small-and medium-sized city in our country, and surveys and analyzes the land use plan, which was made focusing on the vicinity of the bus stop along the major trunk roads in the downtown area, and the present status of the primary public benefit facilities.
Third, the aim is to draw a conceptual agenda of TOD, which can be applied to Yeosu city, and to propose the direction of the reorganization in urban spatial structure that needs to be enforced most basically and preferentially out of the urban planning tasks.
Through the above methods, the aim is to present the following comprehensive countermeasures as most of the local small-and medium-sized cities in our country are at the point of time that requires a great transformation of new urban planning in preparation for continuous reduction and aging in population.
To vitalize the local small-and medium-sized cities according to reduction and aging in population, an attempt is needed that intensively redistributes the public benefit facilities centering on bus stop area. There will be a need to introduce a linking plan focusing on public transportation by raising the use district for promoting residence and by introducing a concept of TOD.
Also, for the activation through reforming urban spatial structure of the bus stop area, there will be a need to make it available for intensively investing in this district by excavating a collaborative project by government department of being supported by the government. There is a suggestion as saying of being necessarily offered incentives such as supporting the statutory adjustment in the governmental dimension and as propping up budgets for residents.
In addition, the aim is to suggest the important alternative plans such as arranging a method of promoting it as core foothold by designating the minimally 300~500m zone focusing on the bus top area within city region as the core base, and such as applying the minimal site-regulation area, which was adopted in January 2015 as a typical case.
Finally, the proposal of the reform direction in urban spatial structure of the existing downtown area has a limit to the direction of the reorganization due to being distributed the use district, public benefit facilities, and public transportation, which were already determined and formed. However, it is considered that there is a need to proceed with planning in the long term as a research of suggesting a plan to which a city will advance, and to be developed a continuous research.
