When Korea was liberated from Japan, a cadastral system which had been made by Japan was maintained in the Korean Peninsula.
The Peninsula, then, divided two Koreas -North and South-, differed in the system.
Lasting the division, nowadays the system of North Korea and South Korea are different each other.
The most different things in the system are not only the purpose of operating the system, the type of studying it, the standard point of surveying, terms, and but also ownership system.
Unless we cope with this situation, the system after reunification will cost a great deal, and lead to a lot of confusion.
To solve these problems and settle down the cadastral system early, it may be necessary to introduce a developed country's system and apply it to new technology.
Thus, this study grasps present condition, the system operation, and problems of North Korea, also, finds a remedy.
Considering the case of Germany which reunified-especially East Germany had been a socialist state-, this study presents a legal, systematic and technical remedy. To prevent risky elements in the cadastral system applied to a reunified Korea, this study sets directions of the system and presents a legal, systematic, and technical access to the unification of two Korea's cadastral system.
The problems of North Korea's cadastral system are following.
First, the goal of the system is different from that of South Korea.
Second, there isn't a single law about the system.
Third, the standard point of surveying is different from that of South Korea.
Fourth, North Korea is lack of professional technique and high-quality human resources about it.
After reunification, if we settle down North Korea's cadastral system, raise efficient use of land through balanced development of two Korea's, and through a comprehensive plan of land, we will able to prevent the confusion of the land system, minimize social overhead capital, and prepare unification of the land.
Unification of the two Korea's land register system will have to be overall, and develop connected with all the land information to promote economic activities, solve the unsettled ownership of North Korea, and make the most use of an individual information about the land.
To settle down the land register system of North Korea after reunification, and apply it to South Korea's system, study of the cadastral system of North Korea which is related to legal, technical, and systemic study is needed in earnest.
