The management of state and public real estate in Korea has lots of problems such as inefficiency of management caused by decentralized systems which various government organs are operating. To solve this kind of problems, National Finance Information System(NAFIS) is created and distributed to local governments nationwide. But NAFIS cannot be compatible with the cadastral records, General Cadastral Information System and Land Price Posting System. It is an independent program emphasizing texts and Cadastral errors are being occurred since this system cannot flexibly manage data related the cadastre.
Various efforts to develop state and public real estate have been taken in advanced countries such as operation of separated offices for management and introduction of know-how and private capital for aggressive development of the land. However, the Korean government has just passive policies to maintain and protect because NAFIS is not compatible with the cadastral records to manage state and public real estate. As a matter of course, it is time to need effective solutions and system development using IT technology in management and execution of state and public real estate. Descriptive analysis was used as the analysis method for the accuracy and logicality of this paper. The results of the study can be summarized as follows.
Firstly, the government should systematically integrate state and public real estate management systems operated by various government organizations through an information computerization project.
Secondly, the problems and actual conditions of investigation, management and execution of the state and public real estate should be promptly found and the government should make solutions of them.
Thirdly, cadastral management system should be applied to state and public real estate management system for efficient management.
Fourthly, for the further development, cadastral offices managing cadastral record should take assume full responsibility as administrative organizations of local governments. Additionally, the special management agency should take the role as the consignee.
Fifthly, the special management agency should have:
-Experts and know-how
-Systematic organizations nationwide
-Management know-how for a long term
-Experience state and public real estate management system
-Secure compatibility with the systems to apply cadastre data
