It is necessary to secure competitive power of the enterprise and the nation because of appearance of the Internet Round hereafter. E-commerce became a requisite to digital economic activity of an information-oriented society through the Internet in a short period. This rapidly becomes a new source of 21 century's wealth.
The first objective of this research is to raise systematic understandings through a theoretical study about E-commerce. The second is to observe each field of economy, society, culture, technology and so on to present conditions and problems regarding domestic and foreign E-commerce. The third is to present active plans for E-commerce of enterprise, government and consumer point of views.
After it establishes a systematical E-commerce concept which will affect fatally to the nation and the enterprise, it examines the actual condition, the domestic present condition and the problem of the world E-commerce. Concretely, it searches an effective countermeasure by analyzing the effects derived to the Korean government and the enterprise.
To 21th century Discussion about E-commerce will be importantly conducted not only by the advanced nations, but also by the international organizations which will be the leading organization of it. Therefore, it is important to realize the fact that E-commerce is a factor rousing up a great renovation of commercial transactions in this information society. Moreover it plans to prepare to a political preparation to disposal actively and positively toward the Internet Round hereafter.
Currently the E-commerce problems of Korea can be analyzed as the followings. First, there are several problems at an introduction side of E-commerce. It does not have various products compared to the off-line markets's, particularity in products. It is vulnerable to merchandising and interface of Internet shopping mall. It also does not have sufficiency of multimedia contents and brand image marketings. More importantly, It has lack of information about domestic E-commerce markets.
Second, there are problems from the viewpoint of consumers such as lack of information confidence of products and services, and canceled orders and after-sales services.
Third, the society and culture side of problems can be described as lack of law and systematic contrivance, scantiness of E-commerce consumer class, discord of each nation's law and system, and stiffness of the existing distribution channel.
Fourth, the most urgent problem from the technical point of view is to develop a payment mechanism transaction. Currently the priority of E-commerce which is spreaded all of the world is security and reliability. The followings are the activation plans of E-commerce market in the inferior environment of the domestic E-commerce which is raising many problems.
First, a confrontation plan of the physical infrastructure must solve a network problem by constructing the high speed network at an early stage. It needs to overcome inefficiency of physical distribution linked with shipping companies and to support positively from the government for expansion of professionals. It is necessary to be executed social education about the Internet.
Second, it is necessary to solve a security problem of E-commerce through continuous technical developments in technical infrastructure field. It is also necessary to secure the competitive power in E-commerce markets by achieving a technical standardization through systematic combination of the government authorities and civilians.
Third, a confrontation plan of social, systematic infrastructure must be continuously investigated through revision of E-commerce related law. It is necessary to gain confidence from E-commerce consumers through simplification of refund process.
Fourth, confrontation plans for enterprise is the followings. It is urgent to develop new contents and create new kinds of business in E-commerce. Security problems continued from the beginning era of the Internet must be invested and improved from the wrong recognition in order to activate E-commerce. To do this, it has to be applied databases and made full use of the Internet marketing strategies.
Fifth, confrontation plans of the government is the followings. It must urge providers, consumers and intermediaries to attend in E-commerce. It must introduce an authentication system to protect privacy and an institutionalization system of financial support policies and regulation alleviations. It executes free educations to encourages to use the Internet at various classes.
This research, which introduces confrontation plans for economic, society, culture, law system, and technology problems of the government and the enterprise when there is lack of systematic researches about E-commerce, has its significance. But there are some boundaries.
First, it does not exactly bring out present and actual conditions of domestic E-commerce. Instead of that, it uses secondary statistical data through the existing domestic and foreign data about it.
It lacks deep and divided analyses about each main issue of tariff, taxation, security, password, protection for buyers, and stabilization of transaction which are discussed in connection with it. It mainly uses an economic and administrative approaches, as a result of that it lacks understandings of technical approach about it.
