The proper strategy of 21st century should ensure the economic position as well as establish the different level of support according to the income difference for enhancing the future-oriented quality of life. Because Korean armed forces only focused on securing physical combat power, such as personnels, equipment and materials, we could not catch up with balancing the military welfare system and other efforts to increase the soldiers' quality of life compared to the government officials. Because of the soldier's specialty, the supplementary welfare is required, but the supplementation system is unsatisfactory for the lack of equilibrium. Korean people do not buy the necessity of the military defense service for its common characteristics (non-economic, non-exclusion).
The danger level of facing the disaster preparing for the combat is 1.6 times higher than government officials and 1.7 times higher than civil labor workers. Besides, the job specialty of the military force enables the soldiers to delay the leaving office time and to come to the office earlier in the morning. The area of the workplace for the soldiers is distributed to the 47% of the rural area and among the rural area, 41.8% of them works at forward areas surrounded by rugged mountains. It also gives more burden to study for the military family members, especially children in unfavorable circumstances.
Because of the mandatory military service regulations, the military personnels cannot extend one'e capabilities to the outer social world in young ages. And the most capital required age of 40s and 50s, sometimes the soldiers are forced to retire, regardless of one's intention. For solving these problems and enhancing the solder's morale, 'the military welfare development system should be reinforced for occupying the elite members and increasing the combat power. The detail welfare system like lodging problems and fostering children plans should be improved. The job specialty of the military personnel also should be reflected.
I suggest the problem resolutions written below for solving the given difficulties. After 1970s, the national domestic growth and the domestic economic power has increased for enhancing Korean people's welfare, while the military focused only to prepare the North Korea's threats to reinforce the combat power. For this reason, the welfare system of the military personnels was getting decreased its quality. The command system of the military is in a difficult situation of deteriorating the military career priority and lowering the applying percentage to the military academy school and increasing the cadres' retirement rate.
Around 1980's military welfare policy was in a worst situation, but the new policies to improve the welfare program is rapidly executed. It is very requested to improve the welfare policy for feeding up the already increased civilians quality of life in 21st century. Compared to the military welfare policy, the general company's welfare system is well prepared and established for the businessman.
The general company's welfare system activated in labor union decides its payroll policy under government direct control, the military service related welfare policy is decided by only the national domestic amount of money. The payroll amount of the soldiers is 87% of the general businessman's payroll. In addition, the military personnels should move all over the places frequently, so their comsumption factor are tremendous and these negative components play bad role of saving money and stabilizing one's old age. Reviewing these problems, the higher payroll should properly be expected and required.
Since the military group is established, the securing trials for lodging problems are executed. B.O.Q should be provided to the above the staff sergeant NCOs, single O1, O2 officers and other living separate officers. However, the definite lack of these lodging problems is appeared. The alienated workplace and frequent moveout enables the soldiers to live away from the members of the family. And also the military system is based on the ranks and order, the unseen pressures are forced to the soldiers and even members of one's wife and children. Especially the frequent moveout forces children to transfer one's school, so the children has tremendous difficulties of adapting oneself to other circumstances. The additional economic cost is required to move out. The unexpected future is coining forth to the military personnels' family and it gives them a lot of pressures.
The military dormiltory employment is activated in 10 places including Capital area and the number of each dorm has a capability of 60 to 200 people. Even the additional constructions are executed in 2004, only 1630 personnels are accepted. Its number is only 9.8% of the above high school students. In reality, the feasibility for accepting all required dorms cannot be fulfilled.
It is limited to extend the facilities by the military welfare fund without governmental support. The users of the facilities have a hard time to use them because of the limited numbers and the concentrated numbers in highly demanded season like summer. So the units7 summer resort and the vacation resort program should be extended and the physical training center and other facilities operation fee should be operated by the national treasury. Additionally, the consistent security request for developing the welfare program and facility should be implemented according to the social economic program.
The welfare facilities should be used commonly in a long term and the facilities should be integrated to each army welfare group for installing and employing the 'national defense welfare group'. Tax free benefits also include the additional tax free on the durable goods and also vary the items like piano, fuels and vehicles. And also the amount of items should be extended to expand the tax free items. The units welfare clubs are constructed on the soldiers families concentrated places above the level of Brigade and they do have 87% of welfare facilities. However, most of the facilities are not well operated because of its oldness and limited size. More complementations are required. Our welfare system is compromised between US welfare system and Japan's welfare system. Even though the national treasury support is not definite, the each army operates the welfare group independently, the mutual aid in each union is performed by establishing the military mutual aid union. For better management of the units, if the early withdrawals are required, the career education, job intermediation and military service experiences should be reflected to the social records. The employing host of the soldiers is the government, so even the military personnels are withdrawed, the government should support their aftermath living management. But the reality on this system is not even exist.
Like the developed countries, the soldiers' pension should be paid by the government for not continuing the minus financial operation. After supporting this, the soldiers can sacrifice their life and everything for their country. The military pension law was operated in the level of continuing the equilibrium with other pension systems differently compared to the public officials and private school officials. But the contents were same. As a matter of fact, because of the military career specialty, the merit of the military pension was not well revealed. It took a counter discrimination by its merit. Regardless of the other pension system, the military pension system should setup its basis strongly with Korean people's coordination concerning the military service specialty. After achieving this agenda, the strength of our national military defense will be stronger than ever. The full age of the career soldiers terms are much shorter than other foreign countries', the retired soldiers would have a lot of financial problems. Even the military personnels are doing only their job in forward areas without any special desires, the lacking and under setup welfare systems are lowering the soldiers' morale and their basic necessities. The more recognition on developing the welfare system is required and replaced.
When in active duty, the honorable sacrifice and altruistic devotion to the country should be considered and the unfavorable conditions in workplace for the soldiers also should be considered. Considering these, the social adaptation program should be activated till the retired military personnels are stabilized in society. The prior job support system should be insured, because it is difficult to get a new job and even to adapt to the social world.
The related welfare organizations have seven different organizations, such as MND pension org., under each army's organization, each army welfare group, military mutual union, national protection union, reserve homeland military union and official medical insurance Co. For this reason, the integrated one directing union is required to integrate these 7 organizations to equilibrate and adapt the welfare benefits.
Regards of the welfare system, the applied personnels for this system is huge, so each army has its own different organizations and its running program is very effective. The US MND integrates the divided organizations for playing the counter Parliamentary door role. While small size of welfare system required countries like German and Japan employ the system at the level of MND, the Republic of Korea runs the welfare program, which is not well organized, with 7 organizations and its specialty of running management bothers the welfare policy program's stable establishment. The integrated welfare policy should be setup at the level of MND for better management.
After adopting the good policies like welfare systems from the foreign countries, then we could maximize the efficiency of the welfare program. From now on, the military should be more interested in welfare policy to develop its effectiveness. At least, the social welfare system should pace the development of the military welfare system for the active soldiers and the retired soldiers who worked in a long period of time.
