The awareness and attitude of the public officials have to adopt the change of many conditions for the sake of developing of society system because recently our circumferences are changing to be worldwide, informative, and decentralized. A few decades, the public officials who have had their role for economic development have been recognized into negative image. In this study, I have searched the strategies in order to reform and to cope with the changed situations about the conscious structure
First I observed the interaction with the concept of conscious structure, shape and culture based on the changing of our history, society and politics because I can figure out the procedures and factor of change about the consciousness of public officials. In details, I explained the specific characters about the social environments were sharply changed but our consciousness became accomplished slow and gentle. Also I found that the negative conscious structure is spreading and is become inappropriate thing for the environments of present and future time because of the specific history and cultural condition of our country.
According to various documents, I analyzed the present condition of the consciousness for public officials in order to reform the conscious structure which does not change easily at the government employee who comes to be demanded in 21 century. I can find that the authoritarianism propensity is to remain yet democratization of administrative process gradually to be improving. Also professionalism, originality, and the responsibility is still lack and the unsatisfactory ratio about regarding the public position is not changed a lot compared about 10 years ago.
In order to find the condition about like this, I tried to search for the actual condition to the government employees' problem from the side which is a member of one society. I can find that the general citizen have the problems of sense of value absence, egoism, disbelief, and mammonism. Also the government employees' problems are lack of ointment attention, self-reform, heading toward success, authority awareness, history and sense of sovereignty.
Regarding to reform the obsolete system, the reform for the conscious structure is very temporal and conventional. In order to improve a like this problem, I presented the strategy two branch for refroming the consciousness construction. The first is humanistic strategy for internalize the moral fact and the other is the strategy based on the system that is improving the consciousness of government employee and deepening the internalized conscious structure.
The improvement plan which leads humanistic strategy for internalize the moral fact is following.
1. The plan must has the conditions for internalized the moral fact which is automatically changed the government employee by resonable and democratic thing.
2. It must contain such as socialization process and the awareness of cultivation. It is also expected rational and democratic development of moral sense.
3. It is necessary to reform and to be effective development and reinforcement training of the consciousness construction.
Second, the strategy based on the system is following.
1. It must promote the system of enlargement of the decentralization, fixing the argument culture, and opening the channel of the communication, and doing team project.
2. In order to raise the professionalism and the originality, it will respect the development of planning and investigations' abilities for operating the incentive system and to be deepen the enforcement and proposal system and so on.
3. The public position satisfaction led raising, in order it provides the agent of the self-reform actualization improvement of conservativeness of right history awareness and business circumstance, the actuality of remuneration system, and improvement of the elastic duty system.
We've known that changing of conscious structure isn't accomplished by a certain principle. The human being is able to think so that cultural and social environmental process will be not consistent thing. However, when conscious structure of the public officials which I've presented above is generalized and spreaded, the system can bear a part of the public officials' conscious structure. It is necessary to need continuously effort for the reforming of the public officials' conscious structure.
My proposals in this study are not whole thing which improve the conscious structure but they have to be reflected upon the reforming of the public officials' conscious structure.
