이 연구는 자본주의 국가체제에서 사회화된 서독 관료의 성향과 사회주의 국가체제인 동독에서 사회화된 동독 관료의 성향을 비교 분석한다. 관료성향 연구가 중요한 이유는 통일 후 독일의 행정통합의 많은 문제점들이 동독관료의 성향을 고려하지 않고 서독의 행정제도를 동독에 그대로 이식한데 기인하기 때문이다. 이 연구는 독일에서 진행된 행정통합의 문화적인 측면에 주목하여 동·서독 관료성향의 특징이 무엇인지를 전직 동·서독 관료와의 인터뷰를 통해 밝히고 있다. 서독 관료성향의 특징은 민주적, 수평적 조직구조와 행정문화로 인해 개인적, 합리적이다. 그리고 동독 관료에 비해 덜 권위적이며 법을 존중하는 것이다. 이와 반대로 위계적이며 전체주의적인 행정체제에서 사회화된 동독관료는 집단적, 권위적, 즉흥적, 감정적, 그리고 의존적인 특징을 지닌다.

The purpose of this paper is to understand about East·West Germany's Mentality of Bureaucrat concretely. The reason of this paper focus on Mentality of Bureaucrat is System of Administration include not only external systems like constitution, assembly, government but internal systems like a view of the world of government official, attitude of government official. Concretely, this paper is to understand about Mentality of Bureaucrat which is internalized system or internalized construction by interviews of government officials of East·West Germany. External system should be internalized to constituents of the society to keep the system absolutely and make system works well. This is why Mentality of Bureaucrat is important as internal system. Process of internalize is the process of society of Bureaucrat is being socialization. This paper's objects of study are East·West German government officials who are socialized by each other's foreign System if Administration. Culture of Administration is formed by the process if socialize. Culture of administration is definable as government officials' group custom. Culture is the group custom of a society. Culture makes doers' acts concrete and also prescribe. Mentality of Bureaucrat as a system of Administration is the mediator of System of Administration and government officials. Consequently, understanding about Mentality of Bureaucrat is the core for understanding about the process socialization of Bureaucrat. So this research is focused on Inclinations of Bureaucratic which is internalized by interviews of government officials of East·West Germany. This research analyze of East·West Germany's Mentality of Bureaucrat and see what different thing between East Germany and West Germany in the concrete through government officials of East·West Germany.
