This article attempts to examine the factors that have caused the recent changes in juvenile justice policy in Korea both the national and international perspectives. First, it is worth noting that there are three issues surrounding the juvenile justice from a global standpoint: 1) the emergence and application of the restorative justice programs in the field of juvenile justice, 2) Research results of the early onset of delinquency and concomitant needs of early intervention, 3) the focus on re-entry in the crime prevention discussions. At the same time our society has witnessed a decline of youth population who is the target group for the juvenile justice policy and a recent decline of the number of delinquents is attributed to the this population trend. On the other hand, as our society is getting toward more human rights and welfare-oriented, the human rights and legal rights of the youth are in open discussion and the debate reaches to the treatment for the young offenders. These global and domestic and changes drive practitioners and scholars to the revision of the juvenile justice act and the law of juvenile detention center. Still there are a lot of problems and tasks that need to be solved. Thus this article suggests some policy recommendations.
