한국과 러시아 양국은 1992 년 러시아 옐친 대통령의 대한민국 공식방문을 계기로 '한-러 기본관계' 조약을 체결한 이후 세 차례의 외교관계 발전을 통해 현재 '전략적 협력 동반자 관계'를 지속 시키고 있다. 하지만 한국과 러시아의 지전략적·지정학적 및 지경학적 이해 관계로 인하여 실질적인 양국 관계는 지난 20 년간 犬遠之間 과 水魚之交 를 오고 가고 있음을 목도 할 수 있다. 이에 필자는 정확한 양국관계 변화의 분석이 향후 양국간의 미래지향적인 관계를 위한 중요한 초석임을 주지하는 바이다.
본 연구는 크게 두 가지 단계를 통하여 결론을 도출하고 있다. 첫번째 단계로 신문 기사를 통해 양국간의 이벤트 데이터를 확보하여 정권별 한국과 러시아의 관계를 분석하였다. 두번째 단계로 양국 정상이 발표한 공동선언 및 공동성명을 '언어'를 중심으로 분석하여 첫번째 분석내용을 좀 더 과학적인 방법으로 증명 해냈으며, 이를 토대로 최종적인 결론을 도출 하였다. 상기한 두번째 단계에서는 구성주의적 시각에서 사용되는 '언어행위' 이론을 줌심으로 연구를 진행했다. 그 첫번째 작업으로 언어 철학자 'J.L 오스틴' 이 구분한 발화 동사를 중심으로 공동선언 및 공동성명에 사용되어진 동사를 구분 하였으며 두번째 작업으로 구분되어진 동사를 VICS(Verbs In Context System)에 적용시켜 역대 공동선언 및 공동성명의 내용에 점수를 부여 하여 수치화 시켰다.
주지하듯, 한국과 러시아의 관계는 수교 초기 부터 현재 까지 노태우 정부 시기의 정립기, 김영삼 정부 시기의 냉각기, 김대중 정부 시기의 조정기, 노무현 정부 시기의 밀월기, 이명박 정부 시기의 교착기로 변화해 왔으며 2013 년 시작된 박근혜 정부는 '유라시아이니셔티브' 라는 아젠다를 기반으로 교착에서 협력으로 변화를 모색하고 있다고 할 수 있다. 또한 양국 관계 변화의 주된 특징은 상호간 이해도와 지지도가 낮으며 상대적으로 양국간 인식의 중요도가 정치 영역 보다 경제 영역에 치우친 양상을 띠고 있다고 분석 할 수 있다.
최근 러시아의 크림반도 사태를 기점으로 양국 관계는 큰 시험대에 올랐다. 이러한 상황 속에서 한국은 좀 더 유연한 외교적 노력을 통해 러시아와의 관계를 진전 시켜야 하는 것이 국가의 정치적·경제적 이익을 위해 필요 하다고 필자는 생각한다. 또한 한국과 러시아의 관계는 여러가지 이해관계로 인하여 兩者의 합의 만으로 발전 될 수 없으며 多者 관계 속에서 발전을 모색해야 한다. 하지만 상호 낮은 이해도와 지지를 기반으로 특정 영역에만 치우친 양국 관계는 여러가지 이해관계가 얽혀있는 동북아시아에서 큰 효과를 거두지 못할 것이다. 이에 양국은 상호 실질적인 신뢰를 바탕으로 포괄적인 영역의 발전을 위한 미래 지향적 자세를 겸비하는 것이 현 시점에서 우선순위가 되어야 할 것이다.
