두 번째 확장 마스터 플랜 (EMP II)는 두 번째 국립 농업 개발 프로그램 (ProAgri II)에서 농지 확장으로 국가 프로그램 (PRONEA)의 구현을 위한 전략 프레임 워크를 제공 하였다. 본 논문에서는 기존의 연구를 확장하여 공급자 접근법을 통해 Mogovolas 지구 EMP II의 사례 분석을 통해 시사점을 도출하는 것을 목표로 하고 있다.
연구는 양적, 질적 방법을 모두 채택하고 기본 및 보조 데이터를 사용하였다. 설문 조사는 160 세대 농민과 17 주요 관리자로부터 샘플을 추출하여 수행하였다. 그 외 정부 기관으로부터 자료를 수집하여 분석을 행하였다. 분석을 위해 단변량 및 이변량 분석을 SPSS 절차를 통해 수행되었다.
Mogovolas 지구 확장 서비스가 공공 및 비공공 부문에 의해 제공되며, 모든 관리 영역에서 적용될 수 있음을 확인할 수 있었다. 그러나 공적부분에서의 지원의 역할의 한계로 인해 농민들은 일반 기업에 대한 의존도가 높아지고 있으며, 이로 인한 다양한 어려움이 나타나고 있다. 따라서 향후 정책에서는 공공부문의 확대가 이루어지는 것이 필요하다고 판단된다.
